Stocks went into reverse just before lunchtime on Wall Street Monday. But nobody could figure out why.There weren't any major earnings or economic reports that came out. Yes, there was a big drop in construction spending for December. But it was largely expected. And it was an "old" report whose release was delayed by the government shutdown.Still, the Dow, which was up as much as 130 points shortly after the market opened, was down 400 points by mid-afternoon before cutting those losses nearly in half. The Dow finished the day with a 207-point drop.Boeing, the biggest component of the Dow and the best stock in the blue chip average so far this year, was one of the worst performers, falling nearly 2%. UnitedHealth, McDonald's, Walgreens, Verizon and Nike were among the biggest drags on the Dow too.Paul Nolte, a portfolio manager with Kingsview Asset Management, told CNN Business that he thinks investors are growing tired of talk about an imminent agreement on a trade deal between the United States and China and want more specifics."This is, what the 38th time, that we are 'close' to a trade deal?" Nolte quipped. "You can only cry wolf so many times. We need something more tangible than we're close."Mike O'Rourke, chief market strategist with JonesTrading, told CNN Business he agreed. He said investors may simply be looking for an excuse to sell considering that the Dow, S&P 500 and Nasdaq are all sporting double-digit percentage gains this year."We've gone up sharply on the potential for a deal. But now that the finish line is in sight people are selling the news," O'Rourke said, adding that a pullback is healthy since the"behavior of the past couple of months was atypical."Market slide is much ado about nothingBut Steve Chiavarone, global allocation portfolio manager and equity strategist with Federated Investors, said the sharp pullback Monday is puzzling because most of the economic headlines are still good. He said Monday's sell-off was merely "noise."He pointed out that bond yields have pulled back now that it looks like the Federal Reserve is not going to raise rates again this year. Earnings for the fourth quarter were mostly solid. And if the trade war does end, then the profit picture could improve further.What's more, economists are expecting another solid month of jobs growth when the employment report for February is released Friday.Others argued that investors are just growing nervous for technical reasons, namely that some of the major market indexes have recently topped round number milestones, such as the Dow crossing 26,000 and the S&P 500 passing 2,800."We've tested some of those October and November highs," said William Delwiche, investment strategist with Baird. "It's purely technical and that's probably why we started to see a little loss of momentum."But William Lynch, director of investments at Hinsdale Associates, summed up the mystifying midday move down best."I have no idea why stocks fell. SAN DIEGO, Calif. – What’s usually a marathon for biotech companies is now a full-blown sprint to stop the spread of coronavirus.Kate Broderick, the Senior Vice President of R&D at Inovio Pharmaceuticals in San Diego, remembers the moment she first learned about the mysterious outbreak unfolding thousands of miles away. “Yes, absolutely, distinctly, probably one of those moments you’ll remember forever. I was in my kitchen at home the 31st of December,” said Broderick.She never imagined that two months later it would be the crisis it is today. “Every week I keep thinking it’s going to get better, it’s going to start to tone down a little bit, but in fact, rather than getting better it’s getting worse every week,” said Broderick.Inovio has made headlines before, creating vaccines for Zika, Ebola, and now the coronavirus. After Chinese researchers shared the genetic sequence of COVID-19, Inovio designed a vaccine in just three hours Using its proprietary DNA medicines platform technology. The vaccine was designed to precisely match the DNA sequence of the virus“In an outbreak setting we really don’t have two to three years to wait for a vaccine, so that’s where we come in at Inovio pharmaceuticals, we use DNA medicine technology,” said Broderick.While traditional vaccines use the virus itself, this method puts DNA inside E.coli, which naturally replicates the medicine over and over. The paste is then purified, leaving behind only the DNA medicine, which Inovio hopes to test in humans next month.“Infectious diseases are global and they don’t care about boundaries and borders, everyone is affected from childhood all the way through seniors,” said Phyllis Arthur, who’s been in the infectious disease industry for 20 years.Arthur is Vice President of Infectious Diseases and Diagnostic Policy at BIO, an association made up of about 1,000 companies.“One of the things we’re seeing, from outbreak to outbreak, unfortunately, is we’re getting faster at using platform technologies to build something that can be tried in humans sooner than we were the last time,” said Arthur.She’s following dozens of companies working on vaccines, treatments, and diagnostic tools. If their vaccines work, companies like Inovio will have to figure out how to manufacture them fast.“You may have the best vaccine in the world, but if you can only produce 1,000 doses of it, that’s not really going to help 1.4 billion people in China,” said Broderick. Continued funding will also be critical. Broderick says while their Zika vaccine looked promising in humans, it never ultimately got FDA approval for broad public use.“The problem there was, although great for global health, was that of course cases of the virus really steadily declined, the problem for us there was so did the funding,” said Broderick.She says that way of thinking is shortsighted but does see change on the horizon. “It’s a huge amount of responsibility on everyone’s shoulders, and I think we feel genuinely compelled to do everything in our power, hence why no one complains about two hours of sleep, because this is a point in our careers we can truly, literally, make a difference in saving lives, right now,” said Broderick.After the company begins human trials in the U.S., they’ll continue testing in China and South Korea. Several soon-to-be-married Valley couples say they're worried they've lost the thousands of dollars they invested on their wedding venue.NOAH's Event Center in Chandler, Arizona, sent an email to couples who booked the venue off Cooper and the Loop 202 saying they were canceling their highly anticipated events. “I had to re-read it again honestly. I was like, 'What? Is this real?'" said Melanie Stephenson, whose wedding was set for March of 2020. “I just mailed out my invites in November, so I had to re-message everyone like, 'Sorry wedding is postponed until I don’t even know when.'"Stephenson says she paid off the cost of the venue last December forking over ,000 to rent the entire building for the night and for NOAH to provide bartenders for her big day.“It just really sucks," she added.
