CHANGSHA, July 4 (Xinhua) -- Chinese Premier Wen Jiabao has warned that China's macro economic control policy is facing mounting difficulties with the severity of the international financial crisis and the unpredictable nature of the global economic recovery."China's current economy remains good, but the domestic and international environment is extremely complicated," Wen said while addressing a symposium held Saturday in Changsha, capital of central China's Hunan Province.The symposium, which was presided over by Premier Wen, was thrown to feature economic situation in three provinces of Hubei, Hunan and Guangdong.At the symposium, Wen reiterated the government's stance in maintaining the continuity and stability of macro economic policies, and making these macro policies more flexible and targeted.Wen said the government would "work to promote stable and relatively fast domestic economic growth, restructure the economy and manage inflation expectations to ensure the government's goals for 2010 are met."The government would endeavor to resolve long-term structural problems while targeting urgent issues, Wen said.Before the symposium, Wen also inspected flood prevention and control efforts in parts of Hunan Thursday, and moved on to Changsha, the provincial capital, to visit a number of other venues including companies ranging from machinery, outsourcing to animation companies Friday.While inspecting the companies, Wen enquired about their business, employment and social security, and encouraged them to step up innovation."An internationally competitive enterprise needs products of the best quality, world-leading patent technologies and generations of excellent staff," Wen said when talking with employees in Sany Group, a Changsha-based leading Chinese engineering machinery manufacturer.Wen talked with employers and job hunters at a job market in Changsha. BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks.This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons.The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists.For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. Since then, the per capita annual income of local farmers rose from 680 yuan (100 U.S.Dollar) to its current 4,950 yuan now, and farmers now have access to running water, cable TV as well as other public services.Hu said the government would continue providing favorable policies to farmers so they might lead better lives.At the end of his visit, Hu urged continuing efforts to transform the economic growth pattern, adjust the economic structure, increase the amount of indigenous innovation, continue to promote energy conservation, emission reduction and environmental protection as well as reform and opening up.
