SAN DIEGO (KGTV) -- Two competing plans are on the table to redevelop the Tailgate Lot a block from Petco Park into a mixed-use area with park space, retail and office, and housing.Wednesday San Diego Mayor Kevin Faulconer will announce the winning proposal to redevelop a portion of downtown’s East Village Quarter.The Tailgate Lot property includes 15 parcels of land, or about 5.25 net acres, between K Street and Imperial Avenue and 12th Ave. and 14th St.One of the plans was developed by Brookfield Properties and the other between the San Diego Padres, Tishman Speyer, and Ascendent Capital. Both plans call for a combination of office, retail, and residential space and open park space and parking.Brookfield Properties' plan calls for about 1.2 million square feet of mixed-use office and retail space, about 1,200 residential units, and 1.1 acres of park and community space. The plan also highlights developing a tailgate park, "bazaar" marketplace, and a gateway to public transit.The plan by the Padres, Tishman Speyer, and Ascendent Capital also features about 1.35 million square feet of office space, 612 market rate and affordable housing units, 236,000 square feet of open space, and 1,600-space parking garage for games and ballpark events.The parking garage would also include a multi-use field on the roof for recreational activities. The plan says that the spaces will be shared with tenants when not in use for games and events.Mayor Faulconer will announce the city’s decision in a press conference at 9:30 a.m. Wednesday in front of Tailgate Park. 1579

SAN DIEGO (KGTV) - Two people were found dead Sunday morning after authorities responded to multiple 911 calls of a capsized boat off the coast of Ocean Beach.Authorities received a call about the incident around 3:30 a.m. When they arrived, authorities found a 28-foot vessel overturned along the shore with two mean deceased nearby."About a 28 foot vessel overturned in the shore, on the sand," says SD Fire & Rescue Lt. Maureen Hodges. "We do have two victims that were down on the sand."The incident happened shortly after 3:30 Sunday morning. Customs and Border Protection officers told ABC 10News the boat capsized off the shore, throwing the two people into the water. There's still no word on if any other people were in the boat.Border Patrol also responded to the incident along with San Diego Police, lifeguards, and San Diego Fire-Rescue. CBP believes this is the latest incident to involve a human-smuggling effort gone horribly wrong.So far in the 2020 Fiscal Year, there have been 210 incidents involving these kind of "panga" boats off the coast of San Diego. The record was set in 2013, when CBP responded to 243 such incidents. With two months left in the fiscal year, 2020 is on pace to break the record.ABC 10News asked if the rise in panga boat incidents could be related to border closures because of the coronavirus, forcing would-be smugglers to turn to the water. SAN DIEGO (KGTV) - With the rapid growth of plant-based meats across the country, businesses in San Diego have been expanding to meet demand.Plant Power, a San Diego-based vegan fast-food chain, announced it would be expanding to four new locations in Southern California in the next 16 months.Founded in 2016, Plant Power currently has locations in Ocean Beach, Encinitas, Redlands, SDSU and Long Beach. The new sites will be in Riverside, Orange County, the Inland Empire and another in San Diego, bringing it to a total of nine locations.Last month, they also debuted a new food truck in Los Angeles.“Consumers are enthusiastic about embracing a healthier, more sustainable take on traditional fast food,” said Mitch Wallis, President and Co-CEO of Plant Power Fast Food.“Fast food doesn’t have to be unhealthy for our bodies or bad for the planet. We’re here to demonstrate that there’s a better way,” he added.The plant-based craze hasn’t been contained just to vegan eateries. Supermarkets and other restaurants have begun offering meat substitutes, creating a fast-growing market for plant-based patties.Two companies have emerged as market leaders, Beyond Meat and Impossible Foods. But a San Diego company has also been positioning itself for success.Before the Butcher recently announced it has started selling its products nation-wide at stores like Ralphs and Lucky’s.Before the Butcher offers a line of plant-based meats called UNCUT. He moved from San Diego to the big island two years ago for his fiance, who is attending pharmacy school.He said the bands of weather leading up to the brunt of the storm started hitting faster, leaving shorter windows of respite."It looks like it might be coming back pretty soon I don’t think I want to stand out here too long," Bohn said. "The floodwaters have completely destroyed the Bayfront. The downtown road area, there’s no access there whatsoever the cops have blocked that off."He's an occupational therapist and told 10News he was making calls earlier in the day, checking on his clients and ensuring they didn't need medications or help evacuating.He said emergency crews patrolled the area about every 45 minutes, keeping everyone safe. Other signs of disaster preparation were visible in stores, full of bare shelves.Bohn said they're prepared."We’ll be staying indoors," he said. "Closing all the windows and pulling all the shades down in case of the glass."Bohn believes Hawaiians will endure, and said "I’m just hoping that Oahu, Maui, Kawai even the small island of Lanai, they all are going to be okay, and hunker down and get ready for a rough one."In San Diego, passengers sighed a breath of relief as they waited at baggage claim."We have kindergarten starting for my little daughter here on Monday, she’s very excited, and it’s important we made it back," Essam Khouri said.His in-laws are still on Maui. SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777
