CHANGSHA -- Central China's Hunan Province said it has taken effective measures to prevent epidemics after about 2 billion rats chomped their way through cropland around the Dongting Lake, the country's second largest freshwater lake. "It's not possible for rodent-borne diseases to break out in the lake area," said Chen Xiaochun, vice director of the provincial health department. Local health authorities have been watching closely over the rodent situation after the rats fled their flooded island homes and invaded 22 counties around the Dongting Lake last week, he told a press conference on Wednesday. Results of their observation are reported daily to the provincial health department and the public, he said. Meanwhile, local health and disease prevention and control authorities have intensified management of raticide and pesticide, for fear they might contaminate food and water, Chen added. No human infection of any rat-borne disease has been reported in the central Chinese province since 1944. The provincial government also ruled out widespread suspicions that rats flooded the area because one of their natural enemies -- snakes -- had been served at dinner tables. "The Dongting Lake area is not an ideal habitat for snakes," said Deng Sanlong, a top forestry official in the province, "and the only two species that inhabitate the region feed largely on fish and frogs." He said the top enemy of the rats are hawks that spend winter in the wetland around the lake but fly away in spring. China's Ministry of Agriculture and the Hunan provincial government have allocated 900,000 yuan in total to eradicate the rats.

China's Premier Wen Jiabao said on Wednesday macro control measures should be further strengthened to prevent the fast-growing national economy from overheating. The monetary policies should be stable in general but "moderately tightened" to secure a stable and fast-growing economy, said Premier Wen at a meeting of the State Council. Wen said the country will continue to implement its current prudent fiscal and monetary policies. He called for fiscal policies to be more supportive of industrial restructuring. He said industrial production is growing at a rate that is faster than desired and the trade surplus is too big. Wen said the country would continue to adjust export rebates and tariffs on certain items while further improving policies to boost imports in a bid to address the climbing trade surplus. Sustained fast growth of investment, excessive liquidity in the capital market and rising inflation pressure also deserve more attention, said Wen. Wen said the government would control the supply of land and bank loans to high energy-consuming projects. He also said financial, fiscal and taxation measures should be employed to guide the flow of capital. He said there should be more channels for capital outflow and for the use of foreign exchange. Rising food prices have caused the consumer price index (CPI) to rise 3.4 percent in May, higher than the government's target of three percent. Wen pledged to stabilize food prices by ensuring the food supply and enhanced supervision over food quality.

TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. About 30 miners were trapped underground, according to preliminary estimates. "The exact number of miners trapped underground is yet to be affirmed," said a spokesman for Shanxi Provincial Bureau of Coal Mine Safety Supervision. The cause of the gas explosion is being investigated. Pudeng Coal Mine, which is in operation with permits, produces 150,000 tons of coal a year. Zhao Tiechui, director of the State Administration for Coal Mine Safety Supervision, together with local officials have rushed to the accident site to direct rescue efforts.

  

China's private enterprises employed 120 million people by September this year, up 9.5 percent from the same month a year ago, said a senior official on Saturday."The private sector of the economy is a main avenue of employment and re-employment in China," said Zhong Youping, deputy minister of the State Administration for Industry and Commerce.Zhang made the remarks at a forum on Chinese and Japanese small and medium-sized enterprises held in Guangzhou of South China's Guangdong Province.Developing the private sector would help increase job opportunities and enable economic growth and employment to boost each other, said Zhang.Labor-intensive firms and the service sector could absorb a lot of laid-off workers and college graduates, he added.Last year China's industrial and commercial authorities helped 2.54 million unemployed people find jobs in the private sector and nearly half of the country's new graduates entered private firms.
