BEIJING, July 14 (Xinhua) -- Rainstorms and floods sweeping through south China have left at least 118 people dead and 47 missing since July 1, said a statement on the Civil Affairs Ministry website Wednesday.By 4 p.m. Wednesday, more than 32.3 million people in 10 southern provinces and Chongqing Municipality had been affected by continuous rainstorms and floods, the ministry said.About 101,000 houses were destroyed and close to 1.1 million people had been relocated, it said.Direct economic losses were estimated at 22.2 billion yuan (about 3.3 billion U.S. dollars).In Anhui Province alone, at least four people had been confirmed dead since July 8, whereas direct economic losses amounted to 2.3 billion yuan.The ministry had allocated 3,000 tents, 3,000 folding beds, and 20,000 quilts to Anhui.In Hubei Province, rain-triggered floods and disasters have left 28 people dead and two others missing since July 3, the provincial civil affairs administration said Wednesday.Rains and floods have disrupted lives of 9.24 million people, forcing more than 256,700 people to be relocated. Nearly 34,000 houses toppled and 923,700 hectares of crops were damaged, incurring 7.64 billion yuan in direct economic losses.In Yunnan Province, at least three people were killed and more than 1,000 residents were affected after a downpour hit Hongqiao Township in Lijiang City Wednesday.

XI'AN, July 25 (Xinhua) -- Two floods and other rain-triggered disasters that hit northwest China's Shaanxi Province in the past 11 days had left at least 111 dead and 167 missing, provincial authorities said Sunday.The first floods, from the rain-swollen Hanjiang River and its tributaries, hit Shaanxi's Ankang, Hanzhong, and Shangluo cities from July 14 to 19. Another flood that began Thursday worsened the catastrophe.The floods have affected about 4.25 million people and forced 703,000 people to be evacuated. In the worst-hit Ankang City, 63 people were killed, 119 missing and 2,824 injured, according to a statement from the provincial government.The floods also caused an estimated economic loss of 9.56 billion yuan. Officials noted that more than 71,000 people were mobilized to assist in the flood control.

BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.

  

MOSCOW, June 24 (Xinhua) -- Mayors of Beijing and Moscow signed here Thursday cooperative plan between the two cities for 2010- 2012.Moscow Mayor Yuri Luzhkov introduced the municipal administration, city plan and economic development to his Beijing counterpart Guo Jinlong, who led a delegation for a visit to Russia starting from June 20.Based on the cooperative plan, official delegations will engage in mutual visits during the three years, as well as exchanges between experts on energy efficiency, security, telecommunications, mass media and management.The plan said both sides would expand cooperation and provide support for each other on promoting economy, city plan and technologies.The two cities would also further develop collaboration and contact in education, social security, environment protection, heritage conservation, culture, sanitation, sports, city infrastructure, among other things.Beijing municipal government also donated two buses with green energy to Moscow.

  

TORONTO, June 28 (Xinhua) -- Chinese President Hu Jintao's visit to Canada and his attendance at the Toronto G20 summit from June 23 to June 27 have successfully strengthened mutual trust and expanded cooperation, accompanying Chinese Foreign Minister Yang Jiechi said on Monday.President Hu conducted busy diplomatic activities by attending over 30 bilateral and multilateral events over the past few days, Yang said.During his visit to Canada, Hu, viewing development of China-Canada ties from a long-term perspective, worked with different parties in an extensive, thorough and meticulous way, and profoundly explained China's important views on boosting China-Canada pragmatic cooperation in various fields and advancing development of the bilateral strategic partnership.During the G20 summit, Hu, from a strategic height, comprehensively introduced China's stances on how to promote the all-round recovery of the global economy and guide the transformation of the G20, and helped the summit in yielding positive results in strengthening the macro-economic policy coordination between different countries, fully implementing the consensus of the previous three G20 summits and enhancing mechanism building of the G20.President Hu's visit and attendance are far-sighted, pragmatic, effective and fruitful, and have achieved complete successes, Yang said.During his visit to Canada, Hu, in spirit of "strengthening dialogue, boosting mutual trust, expanding cooperation and creating a better future", exchanged views extensively with the Canadian leaders and people from all walks of life, clarified strategically the importance and urgency of developing China-Canada ties in the new situation, and emphasized that both sides should stick to the correct direction of bilateral ties and make joint efforts to comprehensively push forward the China-Canada strategic partnership.Pragmatic cooperation in various fields serves the foundation for China-Canada ties. We need to take a longer-term perspective and shift the focus of the G20 from coordinating stimulus measures to coordinating growth, from addressing short-term contingencies to promoting long-term governance and from passive response to proactive planning," Hu said.These views were widely agreed and responded by leaders of countries participating in the summit.Hu said efforts should be made to keep the organic unity of the vigorous, sustainable and balanced growth.A vigorous growth is the foundation of the world economy, a sustainable growth is the aim, while a balanced growth is the means, he said.President Hu's speech was widely believed by leaders attending the summit as objective, balanced, profound, sharp-sighted, and to the point, giving out a right direction for development of the world economy.On the sidelines of the summit, President Hu also met respectively his U.S., Russian, Indonesian, South Korean counterparts Barack Obama, Dmitry Medvedev, Susilo Bambang Yudhoyono and Lee Myung-bak, and British and Japanese prime ministers David Cameron and Naoto Kan. They exchanged in-depth views on further boosting political mutual trust, bilateral ties, pragmatic and mutually beneficial cooperation, and the healthy and stable development of the G20. The meetings have vigorously pushed forward China's ties with the countries.Yang said President Hu's visit to Canada and attendance of the G20 summit had lifted the China-Canada strategic partnership, boosted the G20's healthy development and the world economy's full-scale recovery.China is willing to further deepen China-Canada ties, and make joint efforts with other G20 members in building a better future for the world economy, said the foreign minister.
