A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. The current migrant shelter at the old family courthouse downtown at 6th and Cedar will close Dec. 31 for redevelopment. 1266

A school bus driver's camera recorded the scary moment when another driver stopped in the middle of the Massachusetts Pike, exited his car and climbed onto the hood of the bus.Video recorded Tuesday shows a man forcing the bus to stop in the middle of the highway, then climb onto the vehicle's hood.The man got out right in the middle of the highway and he goes to the door of the bus.The bus driver does not let him in. So, he then goes back to the front and jumps right on the hood.The bus driver says the man was screaming that the windows on the bus were too dark."A man jumped on my bus going on the Mass. Turnpike, pulled me over in the middle lane and stopped the bus," said the bus driver."What did he say to you?" asked WCVB reporter John Atwater."His words were, 'Why are your windows dark?' I had the same reaction! A runner in Sunday's London Marathon who appeared on the BBC television show "Masterchef: The Professionals" collapsed during the race and later died, according to the event organizers.Matt Campbell, 29, collapsed after running 22.5 miles of the 26.2-mile course, the London Marathon organization said in a statement. Despite receiving immediate medical treatment, Campbell died later at a hospital. The cause of death has not yet been established.The organizers offered their "sincere condolences to Matt's family and friends," adding that the family has asked for privacy.Campbell's family paid tribute to an "inspirational son and brother," who was an avid marathon runner. He also was a professional chef who appeared on the competitive cooking show "Masterchef: The Professionals" in 2017.He was running the London Marathon to raise money for The Brathay Trust, which inspires vulnerable people to make positive changes in their lives, and in memory of his father, who died in 2016. Campbell also had run a marathon in Manchester two weeks ago.Shortly before Sunday's race, he tweeted a picture of himself with fellow runner Tom Peters, with the words, "Let's do this!!"Campbell's death follows that of London Marathon participant David Seath, an officer in the British Army, two years ago, and 42-year-old Robert Berry in 2014.Sunday's London Marathon was one of the hottest ever, with temperatures reaching 24 degrees Celsius (75 degrees Fahrenheit). In response to the forecast, organizers increased the amount of water, ice and showers available on the route and advised participants to apply sunscreen and run at a slower pace.Despite the high temperatures, a record number of people completed the marathon, with 40,255 runners crossing the finish line by 7 p.m. (2 p.m. EST) Sunday. Around 750 of those who started the race did not complete the course.Kenya's Eliud Kipchoge won the men's race with a time of 2:04:17, just 80 seconds off the world record, while his compatriot Vivian Cheruiyot came in first among the elite women, crossing the line in a personal best time of 2:18:31.  2109

  

A scary moment happened for parents and young kids when a fight broke out at the Lied Memorial Boys and Girls Club near Lindell Road and Edna Avenue in Las Vegas.It's not clear yet how it all started but from the video, it appears that a number of adults were involved. But what concerns parents most is there were a lot of young children, even babies in the audience when the fight started. What seemed like a heated argument turns into a fistfight within seconds. People were throwing wild punches, shoving and tackling each other as others tried to break the fight.Scripps station KTNV in Las Vegas spoke with a parent who was at the Lied Memorial Boys and Girls Club. Concerned with his kid's safety, he did not want to be identified."It was scary you know just to know that all those kids around, and how fast the situation escalated... just one second everybody was having fun and the next second it was chaos," the parent said. "It was a 'think fast' moment because the kids were close. More than anything it was just getting the kids out of the way and then figuring out what was going on."KTNV reached out to Boys and Girls Club and the National Youth Sports League which oversees the game.The League responded saying it is still "gathering facts" saying, "If found that any of the individuals were involved in our league they will be immediately removed and we will press charges. This is in no way the kind of behavior that should ever happen at a child's game."Parents also told KTNV they're disappointed. They said as adults, people should be able to control our anger. 1610
