SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. SAN DIEGO (KGTV) -- San Diego Gas and Electric is opening several community resource centers as thousands remain without power amid planned outages. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) — San Diego officials are offering a new location to help temporarily shelter migrants seeking asylum.The city says it has identified a new property to use as a shelter since its current temporary shelter doesn't have the occupancy for long-term sheltering, in a letter to California's Office of Emergency Services."The county recently vacated the Camp Barrett youth correctional facility in Alpine. The facility is already classified for residential occupancy and therefore does not require significant alteration to be used as a shelter," Robert Vacchi, deputy chief operating officer of San Diego's Neighborhood Services, wrote.RELATED: Exclusive look inside San Diego shelter for migrant asylum seekersCamp Barrett was closed in October following years of steadily decreasing populations at the county's in-custody facilities, according to the county. The remaining population was relocated to a Urban Camp facility in Kearny Mesa. The facility was capable of housing 125 boys.Camp Barrett and surrounding property is owned by the city's Public Utilities Department, but slated for sale. Vacchi writes the property could be leased to the state or third-party on a temporary basis to use as a shelter for asylum-seeking migrants.The Alliance Healthcare Foundation has agreed to fund the operation of a facility, according to Vacchi, and the city has been in talks with the agency to secure shelter operations.The city is facing a Feb. 4 deadline to vacate the current shelter being used for migrant asylum seekers.
