The businesses are hosting the first Walk the Block, which will include outdoor dining, live music and shopping. The business were struggling because of pandemic closures and they tell ABC 10News that they decided to get permits to be able to serve and sell to customers outdoors. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) -- At least nine parked vehicles has their windows smashed with a bat in Oak Park early Monday morning. The vandalism happened on the 5600 block of Redwood Street around 1 a.m. Car windows along Redwood Street and Thorn Street were smashed. A witness told 10News he was returning home when he noticed shattered pieces of glass on the ground and spotted two suspects trying to get away in a white car with no license plates. The man says he followed the suspects down Thorn Street before they got away. Police are searching for the suspects and say nothing appears to have been stolen from the vehicles. 628

SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. SAN DIEGO (KGTV) — County health officials say a dead Cooper's hawk found in Ramona has tested positive for West Nile Virus.The hawk is the second bird to test positive for the virus in San Diego County in 2019. Two county residents have also tested positive for the virus this year, but officials say both were bitten and contracted the virus in other counties. Across the state, 184 people have tested positive for the virus and five people have died this year.County health officials are now reminding the public to protect themselves from mosquitoes that may be carrying the potentially deadly virus.West Nile virus is mainly a bird disease but can be transmitted to humans via mosquitoes who feed off an infected animal. Symptoms include headache, fever, nausea, fatigue, skin rash or swollen glands.Locals can prevent mosquitoes from breeding by removing any water that is sitting outside of homes or by using mosquito fish to control the bugs in stagnant water sources, like pools, ponds, or fountains. Mosquito repellent that contains DEET, picaridin, oil of lemon eucalyptus, or IR3535 is also recommended. 1123
