President Donald Trump has announced he's rolling back an influential environmental law from the Nixon-era that he says delays infrastructure projects. When he first announced the effort in January, the administration set a two-year deadline for completing full environmental impact reviews while less comprehensive assessments would have to be completed within one year. The White House said the final rule will promote the rebuilding of America.Critics call the president’s efforts a cynical attempt to limit the public’s ability to review, comment and influence proposed projects under the National Environmental Policy Act, one of the country’s bedrock environmental protection laws.Trump made the announcement at a UPS facility in Atlanta. The changes deal with regulations for how and when authorities must conduct environmental reviews. The goal is to make it easier to build highways, pipelines, chemical plants and other projects. While in Atlanta, Trump said that “we’re reclaiming America’s proud heritage as a nation of builders and a nation that can get things done.”Georgia is emerging as a key swing state in the general election. Trump won the Republican-leaning state by 5 percentage points in 2016, but some polls show him trailing former Vice President Joe Biden, the presumptive Democratic nominee. This will be Trump’s ninth trip to Georgia and his sixth visit to Atlanta during his presidency.The president’s trip also comes as the state has seen coronavirus cases surge and now has tallied more than 12,000 confirmed cases and more than 3,000 deaths.The White House said the administration’s efforts will expedite the expansion of Interstate 75 near Atlanta, an important freight route where traffic can often slow to a crawl. The state will create two interstate lanes designed solely for commercial trucks. The proposed rule, it said, would lead federal agencies to make decisions with significant environmental impacts without ever considering those impacts in advance.“At the end of the day, it would lead to poor decision, increased litigation and less transparency,” said Sharon Buccino, a senior director at the environmental group.Trump’s trip to Georgia comes one day after Biden announced an infrastructure plan that places a heavy emphasis on improving energy efficiency in buildings and housing as well as promoting conservation efforts in the agriculture industry. (KGTV) — North County residents forced to use bottled water following a boil water advisory will have to wait a little longer to return to the tap.The City of Poway issued a boil water advisory on Saturday after learning that a recent storm may have compromised the potable drinking water system. Tuesday, the city said two tests showed water meets industry standards and was absent of bacteria. Though the tests are positive, the city says they will continue the advisory per state protocols. Officials were not able to offer a timeline as to when the advisory would be lifted. Poway had said the order could last up to five days.RELATED: Poway school district sends parents action plan after water boil advisory issuedUntil the advisory ends, residents should use bottled water or boil tap water for drinking or cooking. Officials say water should be boiled for a minute and that it's still safe to shower.As the boil order continued Tuesday, many local small business owners are growing more concerned.At Poway's Round Table Pizza, employees were able to operate on a limited menu and modified permit thanks to help from a neighboring location in Rancho Bernardo. They were one of the few local restaurants able to stay open.But across town, Pacific Pizza owner John Crosser says he's lost thousands after having to throw out dough used with water before the order was issued Saturday."Trying to get things rolling, get cash flow rolling and stuff, and then when you lose two or three days of sales and then everybody still expects all their bills have to be paid, rent has to be paid ... if it continues it could be catastrophic, it really could," Crosser said.Crosser says he's sanitized everything and is ready to reopen, but is still waiting for the green light from the city.Bottled water will continue to be distributed at Lake Poway and City Hall from 7 a.m. to 6 p.m. daily. POWAY, Calif. (KGTV) - The memory of Poway synagogue shooting victim Lori Gilbert-Kaye is living on through random acts of kindness, which she was known for often doing. Over the weekend, Emily Tolliver went to the Poway Dollar Tree with her 11-year-old son, Shawn. "I was just walking down the aisles, and I saw a toy snake. I was originally thinking in my head, oh, this would be great to scare my mom!" said Shawn.But Shawn quickly realized that the toy was special, noticing a note on the back. "I went over to my mom, and I told her look this says, 'Enjoy this random act of kindness.' And then we kind of read the note together and noticed it was for the person who had died in the shooting," said Shawn. Taped to the back of the toy was a bill and a dime, just enough to pay for that toy.It also had a note from a 5-year-old which read: "In loving memory of Lori Gilbert Kaye, 8/10/58 - 4/27/19"After posting the experience on Facebook, hundreds of people were moved by the gesture of kindness. On the very day they discovered the note Lori would have turned 61. "I knew that the community would be touched by it, but I was surprised it brought people to tears. Just remembering her and that a 5-year-old was remembering her on her birthday, the way she wants to be remembered, and that's through helping others and doing acts of kindness," said Emily."It really made me feel like anyone can make a difference, at any age or anywhere at any time, you can make a difference," said Shawn. Just last week Gilbert-Kaye's husband spoke at the Mesa Arts Center in Arizona, encouraging people there to do good for the world. "Here you have a wonderful, beautiful person where there was really no boundaries of religion, race or color, but she would help everyone, would look for people and help them," said Dr. Kaye. He said it was his wish to see random acts of kindness continue for his late wife. "Just little things in life, giving a little bit to charity, doing a good deed, is my way of preventing bad things from happening," said Dr. Kaye.The Tollivers say they plan to keep the happiness train going. As they decide what their act of kindness will be, they'll do so with Lori in their hearts. 2211
