TOKYO (AP) — The five Olympic rings are back in Tokyo Bay. The rings were removed for maintenance four months ago shortly after the Tokyo Olympics were postponed until next year because of the COVID-19 pandemic. The rings are positioned on a barge and stand about 15 meters tall and 33 meters in length — about 50 feet tall and 100 feet in length. The Olympic rings will be lighted at night and are situated in the shadow of Tokyo's famous Rainbow Bridge. The Olympics are to open on July 23, 2021, followed by the Paralympics on Aug. 24. Tourism spending in Oceanside set a record in 2017, with visitors shelling out 1 million last year.The new numbers, from a study by Dean Runyon Associates, were announced at the city's 8th annual Tourist Summit."It’s an exciting time in Oceanside," says Visit Oceanside CEO Leslee Gaul. "We’re really going through renaissance here."The city has had seven straight years of growth in tourist spending. The numbers in 2017 were 10.1% higher than 2016. Employment in the industry is also growing steadily. Tourism supports more than 3,300 jobs in Oceanside, and jobs in that sector have had averaged a 5.1% increase since 2010.Tourists spent 0 million on hotel rooms in 2017. That's up 11% from the year before, and it's twice the amount they spent in 2010. That gave the city  million in Transient Occupancy Taxes, money that goes directly into the city's general fund to pay for city services, infrastructure, parks and more.Gaul thinks more people are coming to Oceanside because the city offers a more laid-back version of the Southern California lifestyle."We’re still one of the classics, Southern California beach communities," she says. "We really have what appeals to visitors today. They’re looking for that local, authentic experience and I think being slow to grow over the past few years has really been a benefit to our community."Local business owners say the increase in tourists is helping them expand as well. Arthur Escobar owns Oceanside Boat Rentals. He says business is so good, he's already bought two new boats for this summer season. He expects to buy two more by the end of the summer. He's also hiring 7 or 8 more employees for the season."This is a nice, friendly town," says Escobar. "There's no hustle and bustle, The beach here is incredible, three miles of big sandy beaches, you don’t get that most places."The study also showed a significant increase in spending at local restaurants. Gaul thinks that's part of what's fueling the city's renaissance. "There have been dozens of new restaurants opening in the last few years, and we have more on the horizon," she says.There are also more hotels planned, including a pair of new properties near the iconic Oceanside Pier. One will be a resort-style hotel with 226 rooms. The other is a boutique-style hotel that will have 160 rooms and incorporate a renovation of the Top Gun house.  2410

There are plenty of services available to get food delivered to your door. But Uber plans to take delivery to a new level by using drones.The company reportedly plans to launch a food delivery service using drones by 2021.   How soon could this happen? Futurist Thomas Frey says it’s coming whether we want it or not.   "With all the emerging technology, we still have to work our way through the crappy stages before we get to the good stuff," says Frey.   Delivering food to anyone anywhere is a challenge  "Delivering something like food is a lot messier and a lot more time sensitive than delivering a product we're getting from Walmart or Amazon or something, says Frey."Part of the problem with drones is that we have to get the FAA to OK deliveries like this, and that is not a simple thing to do."   And with the convenience, comes a price.  "Eliminate a lot of human labor in doing something like this, so the reasons companies are pushing this so hard is it gives them a competitive advantage,” explains Frey. “It takes much of the labor costs out of this arrangement."  Overall, the good side of technology usually outweighs the bad, Frey says."See, drones can be very dangerous. The same ones that deliver foods or products to your door step they can also deliver bombs or poison or spy on your kids,” Frey says. “We have to guard against abuses of this technology."  Before this can happen, companies will be need to get a license and go through security training in order to get clearance.   1578

TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592
