If he remains silent, he could be in violation of the Hatch Act, a 1939 law restricting the ability of most federal employees to engage in political campaign activities.Walter Shaub, a former director of the US Office of Government Ethics who's now at the nonprofit Campaign Legal Center, told CNN that the federal Office of Special Counsel has issued an advisory opinion on write-in candidates, which specifies:"(S)uch a candidacy is permissible only if spontaneous and accomplished without an employee's knowledge. You acknowledge that you have heard rumors of a write-in effort to elect you to the school board. It would be a violation of the Act if you encouraged this effort or remained silent. The Act imposes on you an affirmative duty to disavow this effort through public announcements and other appropriate means." It remains to be seen whether the OSC considers the comments by McConnell and Cornyn as imposing an "affirmative duty.""There's a question as to whether it's a write-in campaign or a stray comment from one guy," Shaub said following McConnell's comments. "If McConnell keeps talking about it, he's going to create an affirmative duty."Larry Noble, a senior director at the Campaign Legal Center who's a CNN contributor, said Republicans such as McConnell are "putting (Sessions) in a very difficult position" by even suggesting he be a write-in candidate."We are close to the line of his having to disavow," Noble added.For Sessions to be eligible as a write-in candidate, Noble said, he would have to "affirmatively disavow" any campaign or resign from office to avoid violating the Hatch Act.Sessions would likely be asked about his support for the write-in candidacy frequently until the December 12 election. Questions could also be raised about whether he was having private conversations about the effort with the state party and the Republican National Committee, which also would violate the Hatch Act.In response to a request for comment, Sarah Isgur Flores, director of public affairs for the Department of Justice, said, "Our ethics officials will need to evaluate precisely what has been said by others and then review what, if any, affirmative obligations we may have."Samuel Bagenstos, a University of Michigan Law School professor who specializes in constitutional litigation, noted that a few previous attorneys general -- including Dick Thornburgh and Robert Kennedy -- have campaigned for Senate seats, but neither were floated as write-in candidates."It's extremely suboptimal for an attorney general, who is supposed to have some insulation from electoral politics, to be actively running for a political office," Bagenstos said, adding, "And of course there would be lots of possible recusal questions."Aside from ethical considerations, running as a write-in candidate would be a long shot even if Sessions resigned.Few candidates have won Senate seats via write-in campaigns. Sen. Hydrogen sulfide is the same gas that rotten eggs emit. Yes, Uranus smells like rotten eggs. The presence of hydrogen sulfide has long been suspected on Uranus. NASA’s Voyager 2, which passed by the planet decades ago, detected the gas. But using Earth-based satellites, NASA has been able to confirm the presence of the gas. NASA said that finding hydrogen sulfide on Uranus is a striking difference compared to the other gas planets. Jupiter and Saturn have had ammonia detected in the clouds, but not hydrogen sulfide. “We’ve strongly suspected that hydrogen sulfide gas was influencing the millimeter and radio spectrum of Uranus for some time, but we were unable to attribute the absorption needed to identify it positively. Now, that part of the puzzle is falling into place as well,” Glenn Orton of NASA’s Jet Propulsion Laboratory said. If there is one bit of good news, scientists said: It would be impossible for the hydrogen sulfide to overtake humans. "Suffocation and exposure in the negative 200 degrees Celsius [392 degrees Fahrenheit] atmosphere made of mostly hydrogen, helium and methane would take its toll long before the smell," said lead author Patrick Irwin of the University of Oxford, U.K.    1582

A man and a woman were arrested in Arkansas on Tuesday after the woman's 1-year-old child was found dead in their bedroom closet. Fayetteville Police say that 21-year-old Tyler Hobbs called dispatchers stating that the child fell down the stairs and started seizing. He said that he performed CPR on the child but could not revive the child. Hobbs told police, “It happened a few days ago.” He explained that he got scared and did not know what to do.When officers arrived on the scene, they spoke with Hobbs and the child’s mother, 21-year-old Maria Giron-Molina.Inside the closet of the bedroom where the couple slept, officers found the child's body decomposing inside a plastic container that was covered with blankets.Hobbs later admitted to investigators that the child was crying uncontrollably and that it was giving him a headache. The child then knocked a picture frame and lamp off of a bedside table. Angered at the child’s refusal to calm down, police say that Hobbs picked the child up and covered its mouth with his hand to “muffle” the crying.Hobbs told investigators that the child hit and scratched him, so he shook the child back-and-forth. Hobbs said he blacked out, and when he “came to”, he saw the child was not breathing.He then performed CPR to attempt to revive the child. His initial effort was successful, but ultimately the child died without ever receiving medical attention, according to police.Hobbs said he was under the influence of marijuana at the time of the child’s death. He expressed remorse for his actions, and he said he did not intend to harm the child, police say.Hobbs was arrested for first-degree murder and abuse of a corpse. Giron-Molina was arrested for abuse of a corpse. 1761

A Colorado man is changing the next chapter of history by helping his local library buy more books about Black history and cultural diversity.Kevin Gebert retired from the aerospace industry six years ago and started a nonprofit for minority children, but when COVID-19 shut down schools, he found himself with extra time. He used the spare time to read "The Warmth of Other Suns: The Epic Story of America's Great Migration" by Isabel Wilkerson. It's a book filled with lessons on Black history."I read this book and by the time I got a quarter of the way through it, I thought about the impact this book could have on school kids, adults," Gebert said.His curiosity took him to the Louisville Public Library, where he discovered the book selection on race and cultural diversity was slim. Gebert said the library only had one copy of "The Warmth of Other Suns," and 16 people were on a wait list."It will probably be into next year before everyone has had a chance to read it," he said.He launched a fundraiser with the library to expand the collection of culturally diverse books, books about Black history, race and equality.With the help of friends, Gebert compiled a list of 20 books to add to the library collection."(Library staff) are going to go through the list of books that were recommended and they will make the decision as to how many they buy," he said.
