UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao met here Thursday with Bill Gates, chairman of Bill & Gates Foundation, to discuss issues concerning development and poverty alleviation.     During their talks on the sidelines of the a high-level U.N. meeting for Millennium Development Goals (MDGs), Wen expressed appreciation over Gates' long-term efforts for promoting settlement of issues concerning development.     The current turbulence in the international economic and financial situation, sharp increases in oil prices and food supplyshortage have made things more difficult for poor countries, Wen said. SANYA, April 11 (Xinhua) -- Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries.     China sees Tanzania as its all-weather cooperative partner and the healthy development of bilateral relations could be treated as a model for China's sincerity and cooperation with Africa and all developing countries, Hu told Kikwete during their talks in this southern China seaside city.     To further the bilateral all-round cooperation, Hu proposed the two countries strengthen political trust, keep high-level contacts and dialogues in various forms, expand mutually beneficial trade cooperation, facilitate exchanges in the areas of education, culture, sports, public health, tourism and media, and encourage contacts among local governments, social organizations, women and youth of the two countries. Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries    The Chinese government will continue to provide aid for Tanzania's economic and social development within its capacity, and encourage its enterprises to cooperate with Tanzanian companies in infrastructure construction, agriculture, resource exploration, telecommunication and personnel training, Hu said.     The two countries should also strengthen cooperation in the United Nations and on other multilateral occasions, and increase contacts on major international issues such as the UN Millennium Development Goals, multilateral trade mechanism and climate change.     The Tanzanian president, who is in China to attend the annual meeting of the Boao Forum for Asia, due to open on Saturday afternoon in Boao, about 300 kilometers from Sanya, called China a good friend and good partner.     Noting China's precious support and assistance for Tanzania over the past years, Kikwete said the Tanzanian people value the friendship with the Chinese people, reiterating that Tanzania firmly uphold the one-China policy.     He told the Chinese president that Tanzania is very glad to host the Olympic Torch relay and will exert the utmost efforts to promote its success.     Tanzania will never allow anyone to disrupt or sabotage the Olympic Torch run in the country, he added.     The Olympic Torch is scheduled to arrive in Dar es Salaam, the largest Tanzanian city and the only African city to host the relay, on April 12. The relay will be held the next day before the Olympic Torch continues its global tour to Muscat of Oman.     Kikwete said the people of Tanzania and all other African countries are firmly against the attempt of some people to disrupt the Beijing Olympic Games, resolutely support the efforts of the Chinese government and people, and believe the Beijing Olympic Games will be a complete success.     Hu thanked Kikwete for this and said the China-Africa new strategic partnership marks a new development stage of China-Africa cooperation. China is ready to work African countries to deepen substantial cooperation, promote the sustained development of China-Africa Cooperation Forum and make new contribution to Africa's peace and development.

BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. A dedicated agricultural development subsidy fund was set up to help the three regions build infrastructure and develop agricultural production.     The statement said it was the third time the government had extended the program, which would expire at the end of this year.     Over the past 25 years, poverty-relief efforts had achieved remarkable results. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.

BEICHUAN, Sichuan, May 16 (Xinhua) -- Thirty-three more survivors were pulled out of debris in Beichuan county in southwest China on Friday as rescue efforts entered the fourth day since the 7.8-magnitude earthquake on Monday.     The total number of survivors saved in Beichuan in Sichuan Province rose to 13,595, rescuers said.     Beichuan, a county of about 160,000 people, is one of the worst-hit region, with 80 percent of the buildings collapsed and at least 7,000 lives lost.     A 46-year-old survivor, Peng Zhijun, had lived on cigarettes, paper napkins and his urine when he was buried in the rubble in the past four days. He was still sober-minded almost 100 hours after the quake.     Doctors said he suffered bone fractures in the left arm and slight injuries in the legs, but the other parts of his body were basically in good condition.     "Natural disasters cannot be avoided. I had to save me from myself," Peng told reporters Friday evening. I only weigh 65 kilograms and they carried me by turns on their backs, walking miles to reach the medical station," said Deng.     The death toll in Sichuan alone exceeded 21,500 while 14,000 others remained buried as of 4 p.m. Friday, vice provincial governor Li Chengyun said at a press conference.     He said that 159,000 people were injured in the massive earthquake and 4.8 million people had been relocated.     Friday's death toll rose by about 2,000 from that of Thursday.     Sichuan had experienced 4,432 aftershocks in the past four days, Li said.     The national death toll from the earthquake rose to 22,069 as of 2 p.m. Friday, while 168,669 people were injured, the latest government statistics show.     In addition to the deaths in Sichuan, 364 were killed in Gansu Province, 109 in Shaanxi Province, 15 in Chongqing Municipality, two in Henan Province, one in Yunnan Province and one in Hubei Province.     The central government allocated another 1.17 billion yuan (167million U.S. dollars) to the relief fund for quake-hit areas on Friday. This brought the disaster relief fund from the central budget to 3.41 billion yuan.     Public donations in both cash and goods to the quake-hit areas rose to 3.175 billion yuan as of 4 p.m. Friday, according to the Ministry of Civil Affairs.     China has mobilized more than 130,000 troops for rescue operations, who were desperate to excavate survivors despite the passing of the prime time for survivors' rescue -- 72 hours after the quake.     Foreign rescue teams from Japan, Russia, the Republic of Korea and Singapore have arrived in Sichuan to aid the disaster relief efforts.
