SAN DIEGO (CNS) - A jury awarded million Friday to the widow of a retired San Diego Police Department criminalist who committed suicide after he was accused of a 1984 murder.The attorneys alleged the investigation was begun improperly by San Diego police homicide detectives, driving her husband to suicide.The verdict was the result of a federal lawsuit alleging wrongful death and civil rights violations filed by Kevin Brown's widow, Rebecca, against the city of San Diego and its police department. Jurors are due back in court Tuesday to consider punitive damages.Brown, 62, was suspected in the murder of Claire Hough, who was strangled and found dead at Torrey Pines State Beach in 1984. Brown hanged himself at Cuyamaca Rancho State Park in October of 2014, which his lawyers said was a result of the homicide investigation, as well as the seizure of numerous items of sentimental value from his Chula Vista home.Rebecca Brown's attorneys alleged now-retired SDPD Detective Michael Lambert misled a judge when securing an affidavit for a warrant to search and seize property at Brown's home. The affidavit was secured on the basis of Brown's sperm cells, which were found on a vaginal swab of Hough, though Rebecca Brown's attorney, Eugene Iredale, said those cells were most likely transferred onto the swab via accidental cross-contamination.Iredale told jurors that lab techs at the SDPD crime lab often used their own semen as reference samples when conducting testing for the presence of semen.Other DNA evidence found on Hough's clothing pointed to another suspect, Ronald Tatro, who was previously convicted in several other rapes and assaults on women. Tatro, who died in 2011, was matched to several blood stains and a pubic hair found on the girl's clothing, Iredale said.Despite Tatro's DNA being far more prominent on the swab, Iredale said Lambert used Brown's sperm cells and evidence that Brown had frequented strip clubs in the 1980s to suggest he worked in concert with Tatro in the killing.However, no such connection between the men was ever discovered, nor was Brown ever connected to the murder.Brown, who suffered from anxiety and depression, was "obsessed with getting his property back," Iredale said, yet was unable to secure their return over the course of several months.Iredale said the prospect of spending time in jail while fighting to clear his name and the property seizure was enough to push Brown to suicide.The attorney said Lambert was aware Brown was suicidal and held onto his property "because he knew it would cause pain and hurt, because he felt he was going to break him down, he was going to crack the case."Deputy City Attorney Catherine Richardson argued at trial that Lambert relied upon DNA experts when he wrote the affidavit and was not given all the information he needed.The attorney said Lambert asked about contamination when presented with the evidence of Brown's DNA, but was told by his sergeant that contamination was not possible. She also said Lambert was not informed that SDPD lab techs sometimes used their own semen for testing until months after the search warrant was secured.Richardson said the items from Brown's home had to be seized in order to prove or disprove a possible connection between Tatro and Brown, which would have dated back more than three decades, and that a rigid investigation was needed to prove there was no favoritism toward an SDPD employee."If he hadn't investigated (Brown), then the police would have been accused of covering up for one of their own," Richardson told the jury in her opening statement. 3615

SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. SAN DIEGO (CNS) - Narcotics officers raided a Hillcrest smoke shop and arrested a clerk suspected of possessing a third of a pound of the synthetic drug spice and nearly ,000 in cash, authorities said Thursday.The raid Tuesday at Godfather Smoke Shop in the 3500 block of Fifth Avenue resulted in the arrest of 55-year-old Loay Lawrence, who's also suspected of possessing 375 pills of the synthetic drug Kratom.Both spice and Kratom are banned under the city of San Diego's synthetic drug ordinance, which was enacted in June of last year "in response to a high number of synthetic drug related overdoses," San Diego police Narcotics Unit Lt. Matt Novak said.Narcotics detectives began investigating the Godfather Smoke Shop after receiving a tip that spice was being sold there, Novak said. SAN DIEGO (CNS) - A San Diego man who mailed more than four pounds of pure methamphetamine to Guam inside stuffed animals and had more than 500 counterfeit credit cards in his possession was sentenced to 15 years in federal prison, the U.S. Attorney's Office announced Thursday.Daniel Wayne Gorman, 33, pleaded guilty to sending four packages from a Jamul post office in 2016, each containing a stuffed animal filled with methamphetamine, according to the U.S. Attorney's Office.The packages were mailed under the alias "Daniel German" and were intercepted in Barrigada, Guam, prosecutors said.He was sentenced Monday to 10 years for his plea to distribution of methamphetamine and five years for possession of counterfeit access devices stemming from fake credit cards and driver's licenses discovered at his home during a 2018 police search.Investigators found more than 500 counterfeit cards, along with "multiple fake Florida driver's licenses bearing the defendant's photograph but the personal identifying information of others," according to the U.S. Attorney's Office.Many of the credit cards also bore the names of real individuals who were not Gorman, prosecutors said. 1187

SAN DIEGO (CNS) - As more people went back to work last month, the region's unemployment dropped to 13.9% in June, 1.3% lower than the previous month, according to figures released Friday by the state Employment Development Department.The coronavirus and its related job loss still looms large over the economy even as some industries begin to resume business. The state's unemployment rate dropped to 15.1% in June, while nationally, the rate decreased to 11.2% in the same time period. The data does not reflect public health orders in July shutting down some industries again. The unemployment rate is likely higher now than the period the data monitored.According to the EDD, total non-farm employment in San Diego County increased by 54,000 jobs between May and June to reach about 1.35 million. It was the first increase in non-farm employment since February. Farm jobs remained steady.The leisure and hospitality sector led the monthly increase by adding 34,700 jobs, 29,900 of which were in the food service and accommodation industries. Arts, entertainment and recreation added 4,800 jobs.The trade, transportation and utilities sector logged 9,500 jobs gained month-over-month, the largest portion of which was in clothing and clothing accessories stores, with 3,900 added jobs.Construction gained 4,100, educational and health services 2,800, other services 2,200, manufacturing 1,900, professional and business services 1,600, financial activities 900 and information 200.Mining and logging employment did not show any gains or losses.The only industry to lose jobs was the government sector, which lost 3,900 jobs in June.Comparing year-over-year, the San Diego region lost 153,600 non-farm jobs and 800 agricultural jobs.
