BALTIMORE - A woman and man are dead and at least seven other people are seriously hurt after a gas explosion caused three homes to collapse Monday morning in Northwest Baltimore.As rescue crews and K-9's continued combing through the rubble overnight, a man's body was discovered just before 1 a.m. Tuesday. He is the second reported death related to the incident.A family member on Tuesday afternoon confirmed to WMAR-2 News, that the man found was 20-year-old Morgan State student Joseph Graham.Authorities haven't officially released the names of any of the victims.The explosion happened just before 10 a.m. near the Plaza in the area of Labyrinth and Reisterstown Roads, prompting a three-alarm response from 200 rescue crews from multiple cities and surrounding county agencies.About 200 people were impacted, including 30 who needed temporary housing.The American Red Cross is helping them with food, shelter, transportation, and medical services, while the city works to make sure the homes still standing are structurally sound.PHOTO GALLERY: DEADLY EXPLOSION TURNS NW BALTIMORE HOMES INTO RUBBLEBGE was able to turn gas off in the area by 9 p.m. Monday.Meanwhile, some electric lines were damaged causing power outages, but they've since been repaired with all power having been restored in the neighborhood.Investigators are looking into whether any customer-owned home utility appliances potentially contributed to the explosion.So far BGE says they've been unable to find any leaks or problems with gas mains and meters in the area.Prior to the explosion, BGE said they received no reports of gas odors or leaks at any of the homes in the last five years.The area’s gas infrastructure was installed in the early 1960s and was last inspected in July of 2019.Maryland's Vital Records building was forced to close for the rest of the day, following the explosion.WMAR-2 News spoke with two witnesses who explained what they heard and saw, and how they rushed to help. "I want to thank not only our Baltimore City first responders but also Baltimore County for their support during this tragedy. AUSTIN, Texas (AP) — The chairman of a panel considering changes to the U.S. military draft said Monday its recommendations to Congress won't be influenced by a federal judge's recent ruling that the current system is unconstitutional because it only applies to men.The military has not drafted anyone into service in more than 40 years, but American men must still register when they turn 18. Recent efforts to make registration also mandatory for women have set off intense debate in Washington.U.S. District Judge Gray Miller declared a male-only draft unconstitutional in his ruling late Friday, but he stopped of ordering the government to make any immediate changes. He said the time for debating "the place of women in the Armed Forces" is over. Women now make up 20 percent of the Air Force, 19 percent of the Navy, 15 percent of the Army and 8.6 percent of the Marines, according to Pentagon figures.The Justice Department declined comment Monday after losing the case out of Houston.RELATED: Federal judge rules male-only draft is unconstitutionalThe decision comes as Congress awaits a report next year from an 11-member commission to study the issue of selective service. It is chaired by former Nevada Rep. He described a generational divide in public comments his commission has collected about women and the draft."If you talk to those who would be impacted, that is males and females ages 18 to 25, they say, 'yes, women should have to register. It's a matter of equality,'" Heck said. Bush in 2006, noted that was no longer the case."While historical restrictions on women in the military may have justified past discrimination, men and women are now 'similarly situated for purposes of a draft or registration for a draft,'" Miller wrote. BALTIMORE - Food safety experts are warning parents to be mindful when packing perishables like sandwiches and yogurts in your child's lunch.Tanya Brown with the United States Department of Agriculture (USDA) said you're looking at a two-hour window before those brown bag lunches become breeding grounds for bacteria.“You should not put perishable items like bologna sandwiches, turkey sandwiches, cheese or yogurt in a brown paper bag and send a child to school with it,” Brown said.Foods can hit the "danger zone," or temperatures between 40-140 degrees Fahrenheit, when it’s left out of refrigeration over two hours. After four hours, the food item should be tossed.“You want to make sure you put them in an insulated lunch bag with at least two cold sources and those two cold sources could be a frozen water bottle or frozen juice packs or gel packs in there. So, you want to put those perishable items in there and make sure the child does not open the bag and keep opening and closing the bag before lunchtime,” said Brown.If you're sending them with something hot, use a thermos, and warm it up first.“The best way to prepare it is to pour boiling hot water into the thermos first, then discard the hot water and then put the hot soup or stew in there. Make sure it's at 165 degrees Fahrenheit,” Brown said.However, the leading cause of sickness is poor hand washing. At 16 years old, Gabe Richards has been working hard to get good grades.He's secured straight As while being a part of the special education program at Marysville High School in Michigan.But, after getting invited to be honored at an academic awards ceremony Monday night, Gabe said he was disappointed to be told at the event that his invite was a mistake."We were really excited and don't get the chance to celebrate achievements all the time," said his mother Stefanie Grassel.Grassel said the faculty did apologize and acknowledge they mistakenly sent an invitation letter.However, as a mother, Grassel said she wants to see the policy changed to become more inclusive."It sends the message that they are less than a general education student, and that's wrong," she added.Richards also told us he feels disappointed after what happened. District superintendent Shawn Whiteman refused to do an interview in response to what happened. Instead, he issued the following statement addressing the matter:"The criteria for students to receive the distinguished “Academic Award” from Marysville High School are a GPA greater than or equal to 3.5 and that they are enrolled in a certain amount of academic-based classes.After speaking with our high school principal, it was evident that a mistake was made when identifying students for this award, due to the fact that a letter was sent home inviting a student to the ceremony who didn’t meet the full criteria.It is clear that the high school made an error in identifying students for this year’s award and we respectfully apologize for any grief this has caused.  Because of this, we will be taking corrective action so that this does not happen again in the future." 1768
