PARIS, May 11 (Xinhua) -- The efforts made by China on its course of development has made it a successful example for other emerging countries, the UN Educational, Scientific and Cultural Organization's chief said to Xinhua in an exclusive interview here on Tuesday, four days before her trip to China and the Shanghai Expo.The UNESCO Director General Irina Bokova will pay a working visit to Shanghai and Beijing from May 16, during which she will have a two-day stop for the Shanghai Expo, which has opened doors to the public on May 1."We've seen the efforts of China, which are spectacular in all areas of development ... it also shows that with political will, with the efforts of an entire people to focus on development, it is possible to overcome certain difficulties," she said.She praised China's "very impressive" development and said China should also share its experience with other developing countries because it "is a good example that can bring millions of people out of poverty by adapting to a globalized world."Additionally, she encouraged China to engage more into UNESCO affairs in Africa and in Asia on educational domain.As to the Shanghai Expo, the UNESCO has set up its own pavilion at the Expo site and Bokova herself has personally planned diversified activities, lectures and conversations at the pavilion to provide platforms for idea exchanges with Chinese people and foreign visitors, the veteran diplomat told Xinhua.The Shanghai World Expo "gives an opportunity for all countries and all organizations to make a sort of communication on their values and their activities," she said, seeing it "a great event for China and for the entire international community."Bokova is expected to launch a UN report on cultural diversity at the UNESCO pavilion, which is specially designed to focus on material and immaterial cultural heritages, education issues and scientific topics including climate change, water management and etc.She spoke highly of the great effort made by the Chinese authorities to organize the World Expo in Shanghai."I know that the 'motto' of this exhibition is about urban ( Better City, Better Life). We already know that 60 percent of the world population live in cities, the figure rises almost all the time. Some projections say that in fifty years there will be 80 percent of the world population live in cities," she indicated.According to the director general, the UNESCO is seeking answers through its experiences to some difficult issues that are associated with globalization and interconnectability of the world in the fields of culture, science and especially the education.She underlined that education and personnel training was the key factor to make a nation "competitive" and have "sustainable development."At last, the UNESCO chief issued a friendly message to China and Chinese people, saying China is a very old nation "with ancient roots very deep into all the culture of humans" and it meanwhile "shows the dynamism and creativity, which are examples for all the world.""I think China has proved that there are no limits, there is no problem that can not be overcome," she concluded.

BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."The United States' 1979 Export Administration Act limits the export sales of commercial high-technology goods to China. It is considered one of the causes for the trade imbalance between China and the United States.Reform of export restrictions may help the U.S. expand exports and create jobs, Yao said.It would also ease the U.S. trade imbalance and expand Sino-U.S. cooperation, Yao added.Trade volume between China and the United States in the first four months of this year increased 25 percent to 107.18 billion U.S. dollars.As imports are growing twice as fast as exports, China's trade surplus will continue to fall this year, after witnessing a sharp decline from 290 billion U.S. dollars of trade surplus in 2008 to 190 billion U.S. dollars in 2009, Yao said.Locke, who is leading a delegation to promote clean energy technologies in China, will visit Shanghai and Beijing later this week.Locke will meet his Chinese counterpart, Chen Deming, China's Minister of Commerce, in Beijing Sunday on the eve of the start of the Sino-U.S. strategic and economic dialogue.The talks will cover issues of common concern, including bilateral economic and trade cooperation, opposition of trade protectionism and the role of Sino-U.S. cooperation in tackling the global crisis, Yao said.

BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official.The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry.The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

  

TASHKENT, May 3 (Xinhua) -- Regional financial cooperation in East Asia has made active progress over the past year, Chinese Finance Minister Xie Xuren said after meeting with his counterparts from countries in the region.In particular, achievements were made in establishing the regional multilateral financial assistance mechanism and in promoting an Asian bond market, Xie told Xinhua on Sunday after attending the finance ministers' meeting of the Association of Southeast Asian Nations, plus China, Japan and South Korea (ASEAN+3) here.Xie said all parties concerned reached further consensus on basic parameters of a regional economic surveillance unit at the meeting.Uzbek President Islam Karimov(L) shakes hands with Chinese Finance Minister Xie Xuren in Tashkent, capital of Uzbekstan, May 3, 2010. BEIJING, May 2 (Xinhua) -- The People's Bank of China (PBOC), the central bank, announced Sunday it will raise the deposit reserve requirement ratio (RRR) for most financial institutions for the third time this year amid growing concerns of asset bubbles and economic overheating.The bank said in a statement on its website that it would raise the deposit reserve requirement ratio (RRR) for financial institutions by half a percentage point from May 10.The ratio for the rural credit cooperatives and rural banks would remain unchanged at 13.5 percent, said the PBOC.However, the RRR for other small financial institutions would rise to 14 percent, and that for large financial institutions to 17 percent.This is the third rise in the deposit ratio this year. On Jan. 12 and Feb. 17, the central bank raised the deposit ratio by half a percentage point each time.The move indicated the government was taking further steps to tighten monetary policy in response to concerns of overheating and asset bubbles, said Liu Yihui, an expert with the Financial Research Center of the Chinese Academy of Social Sciences (CASS).The PBOC has cut the bank reserve requirement ratio four times during the second half of 2008 to stimulate growth, as the global financial crisis started to weigh on the economy.The country posted a better-than-expected 11.9 percent year-on-year economic growth in the first quarter, but the government was cautious and had repeatedly warned that the economic conditions this year were "very complicated."China's consumer price index (CPI), the main gauge of inflation, saw a rise of 2.4 percent year on year in March, nearing the ceiling of 3 percent inflation this year that the government has set at the annual parliamentary session that month."There is an obvious tendency of overheating," Liu said.
