GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday.The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. Flood-waters continued to flow down through the mud-slide tracks.Large swaths of farmlands were submerged in flood-waters while piles of rocks, debris, and trash dotted the basin at the foot of the mountains.By 6 p.m. Friday, about 99,500 people in Guangdong were evacuated for the Fanapi-brought disasters. Some 3,765 houses collapsed, 42,190 hectares of farmland were damaged, and the economic loss reached 2.4 billion yuan, latest official data show.Typhoon Fanapi, the 11th and strongest typhoon that hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south. No casualties have been reported in Fujian.In the country's most devastating mud-slides in decades, nearly 2,000 people were killed in Zhouqu, Guansu Province after days of torrential rains poured the region in early August this year.

There are also sets of desks and chairs, potted plants and even a fish bowl."We have left no loop-holes in safety checks and try to do more," said Yi Peiyi, a deputy director of the local mining administration.He said the city plans to spend 80 million yuan (12 million U.S. dollars) to make mines modern and safe beginning in 2005.China's coal mines were notorious for accidents in the past few years as mines, including many with inadequate safety measures, were pushed to run at maximum capacity to meet the massive energy needs of a fast growing economy.More than 2,600 miners were killed in China's mining accidents last year. BEIJING, Oct. 28 (Xinhua) -- China and France expect to sign a number of cooperative documents in civilian nuclear energy and aviation, Chinese Vice Foreign Minister Fu Ying said here Thursday.Fu made the remarks at a news briefing on Chinese President Hu Jintao's visit to France and Portugal from November 4 to 11.China and France have conducted fruitful cooperation in civilian nuclear energy and aviation, Fu said, citing the Daya Bay Nuclear Power Station in south China's Guangdong Province and the Airbus 320 Final Assembly Line in Tianjin.China holds a positive attitude to expanding nuclear and aviation cooperation with France, she said, adding the two sides were discussing how to broaden cooperation in these fields.In reply to a question on whether the nationwide strike in France will affect Hu's visit, Fu said the situation in France would not affect the arranged schedule of the president.Hu's visit to France and Portugal came in the context of the still unstable world economic recovery and the upcoming Group of 20 (G20) Summit in Seoul, Fu said.She said Hu's visit to the two countries was viewed as very significant for promoting friendly relations with the two nations and overall China-EU relations.During his stay in France, Hu will hold talks with French President Nicolas Sarkozy and meet with Prime Minister Francois Fillon and other French leaders.

BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

BAOSHAN, Yunnan, Sept. 4 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 24, while 24 others remained missing, officials at the rescue headquarters said Saturday.The mudslides occurred at about 10:20 p.m. Wednesday in a village of Longyang District in Baoshan City.Experts said the area is prone to landslides and it is recommended to permanently remove its population to safer areas, said Zhao Maoqi, vice head of Longyang District Government.Authorities will soon begin to select a site and work on a relocation plan. Local residents are expected to move into new houses early next year, said Zhao.Up to 40,000 cubic meters of debris came crashing down on the village, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting atop a steep slope that had been soaked by rain for about 10 days.
