SAN DIEGO (KGTV) — For the first time Tuesday, 12-year-old Kiera Latulippe faced the man who killed her entire family in a drunk driving crash. The Valley Center girl was in the car with her family headed to the Austin, Texas, airport after vacation when the drunk driver hit their car head-on. Her father, Scott; mother, Nancy, and 14-year-old brother, Jackson, all died. Kiera was the only one to survive. On Friday, Guy Brasted was sentenced to 18 years in prison. After the sentencing, Kiera and her uncle and legal guardian, Mark Latulippe, took the stand with an emotional message for Brasted. "It made me miss out on so much, like daddy daughter dances," Kiera said, listing the things she can't do now that her family has been ripped away from her. Brasted had a blood alcohol level more than double the legal limit at the time of the crash."My brother, Jackson, and I had something I can never have with someone else, and it kills me to know I will never have that feeling with anyone else. Everyday I think about him," Kiera said.Since the accident happened two years ago, Latulippe has taken his niece into his own care."I can't replace, I'm a fill-in parent for someone who has tragically had everything robbed from her in one moment," Latulippe says.Latulippe is a CHP officer for California Highway Patrol. He says he now shares his story to prevent drunk drivers from getting behind the wheel, not only as an officer but now, as a victim. 1713

SAN DIEGO (KGTV) - HazMat teams responded to a fire station in North Park after a suspicious package was found outside the station, according to a San Diego Fire-Rescue official.Fire crews found the package by Station 14's front door around 3:20 p.m. Sunday when they returned from a call.Fire officials told 10News the package was a taped-up cardboard box with writing on it that made it appear dangerous. Some of the words were misspelled. The hazmat and bomb personnel set up a perimeter around the station, blocking off 32nd Street and Lincoln Avenue by about a block in each direction. The bomb squad x-rayed the package, determined that it was not dangerous, and reopened the street around 5:45 p.m.The package was filled with aluminum flux and trash, according to a tweet from San Diego Fire-Rescue.At about 3p on Sunday someone left this box at SDFD North Park station on 32nd St. The bomb team was called to ID the contents - aluminum flux and some trash. SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter. The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. If the sign says 'Except Sundays and Holidays' (which I believe most do say that) then you do not need to pay. If the sign on the meter says 'Everyday' then you do need to pay," said Anna Hill, with the city, said.No timeline was placed on the parking enforcement changes.More information on the city's parking enforcement can be found online. While the current parking rules may entice residents to go outside, city leaders are urging locals to remain inside except for essential trips during the coronavirus stay at home order.RELATED COVERAGE:What's the difference? SAN DIEGO (KGTV) -- Firefighters were able to extinguish a brush fire they believe was sparked by an unknown group in City Heights Wednesday. According to San Diego Fire-Rescue, the blaze started in a canyon on the 3200 block of 42nd Street around 1:30 p.m.Crews were quickly able to stop the fire’s forward rate of spread while firefighters remained on scene to ensure there were no hot spots. No one was injured and no structures damaged, but the blaze did scorch an acre of land. Video sent to 10News shows residents in the area spraying water throughout their yards as flames crept up the nearby canyon. The metro arson strike team ruled the fire arson after witnesses said "juveniles were seen in the canyon before the fire started." 746
