SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381

SAN DIEGO (KGTV) — In a statement, the City of San Diego says it wasn't given enough time ahead of the July 4 weekend to close beach parking lots.Friday, California Office of Emergency Services sent a letter to city managers in the county asking them to close their beach parking lots ahead of the weekend. The letter was sent to officials in San Diego, Imperial Beach, Coronado, Del Mar, Solana Beach, Encinitas, Carlsbad, and Oceanside."At the time of writing, beaches under the jurisdiction of local governments within San Diego County are the only beaches without visitation restrictions throughout all of Southern California, and therefore are attracting thousands of residents from outside your coastal communities and creating significant potential for disease transmission, particularly in crowded restaurants, bars, retail, and hotels," the letter stated. "... To protect the public health of San Diegans and reduce the high potential transmission of this deadly disease in San Diego coastal businesses, we write to request that municipal governments do not open beach parking lots for the July 4th holiday weekend."RELATED: Crowds flock to San Diego beaches for Fourth of July weekendOceanside announced it would close beach parking lots on Thursday, while Carlsbad said late Friday that it would do the same. California also said Friday that state beach parking lots would be closed this weekend. Carlsbad said they were closing parking lots in anticipation of people traveling to San Diego for the weekend. Surrounding counties Los Angeles, Orange, Ventura, and Santa Barbara have closed beaches this weekend.City of San Diego Chief Operating Officer Kris Michell said in a statement to City News Service that San Diego wasn't given enough time to put a beach parking closure in place."The city of San Diego is closely following county guidance and working with health officials to encourage adherence to public health regulations," Michell said. How far are people willing to park and still walk to the beach? Are they going to Uber in? SAN DIEGO (KGTV) — It can take close to 30 years for a renter in San Diego to save enough money for the down payment on a home.Experts say there are ways to speed up the process.Jennifer and Allan Uy just bought a home for their family of four but to make that possible, they moved in with Jennifer’s parents to save money. They paid off ,000 in debt and saved ,000 for the down payment.“It’s actually like adjusting in terms of watching television, and they had like the Disney Channel on, and we had to take turns so I could watch the news,” said Jennifer’s father.According to Hot Pads, it takes 28 years for a San Diego renter to save enough to put down 20 percent on a median-priced home. Moving in with parents can cut that down to 12 years.Relying on relatives may not be an option for many San Diegans.Todd Lane, president and CEO of California Coast Credit Union, says you don’t necessarily need to save as much money if you have a higher income.“Look for a program out there with a mortgage lender that offers you the option for not having to pay for mortgage insurance and making less than 20 percent down payment that’s really the key,” said Lane.Lane also suggests you avoid making big purchases prior to applying for a home loan.“Don’t just go out and borrow for a car loan just before your gonna go out and get an home loan; keep that older car,” Lane recommended.Financial adviser Dennis Brewster said aiming for a condo instead of a home is a great way to get in the home buying game.“Anything to start building the equity helps – instead of paying rent,” said Brewster.Other pro tips include using 401K investments for a down payment, or having relatives co-sign the loan. 1704
