MOSCOW, July 4 (Xinhua) -- Chinese Vice Foreign Minister Wu Dawei and Russian Deputy Foreign Minister Alexei Borodavkin discussed here on Saturday the nuclear issue on the Korean Peninsula and the situation in Northeast Asia.     On the basis of mutual trust, the two sides exchanged in-depth views and reached consensus.     Both ministers agreed that the situation in Northeast Asia had become of major concern as escalating tensions there could trigger a new arms race, threatening regional security.     They said all parties concerned should remain calm and refrain from taking any actions that might further aggravate the situation. They said all relevant issues can be resolved through peaceful and diplomatic solutions such as negotiations, consultations and dialogue. Chinese Vice Foreign Minister Wu Dawei (2nd R) meets with Russian Deputy Foreign Minister Alexei Borodavkin (2nd L)in Moscow, Russia, July 4, 2009, to discuss the nuclear issue on the Korean Peninsula and the situation in Northeast Asia.China and Russia, as always, believe that safeguarding peace and stability of Northeast Asia accords with the interests of all countries in the region, they said, adding that the two countries will make joint efforts to secure such peace and stability.     Both sides also reiterated their support to the goal of seeking complete and irreversible denuclearization of the Korean Peninsula. BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

BEIJING, July 3 (Xinhua) -- Chinese Premier Wen Jiabao on Friday called for continued vigilance against the global pandemic of the A/H1N1 influenza and urged positive and scientific measures to cope with it.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     He underscored the importance of preventing and controlling the disease in public places such as schools and hospitals and called for intensified efforts in treating patients with serious symptoms so as to reduce the likelihood of fatalities. So far, there have been no deaths from the flu in China.     Inspection and quarantine measures should be strengthened and reserves of flu-prevention and control materials must be secured, he said.     Flu medicine and vaccines should be made and stored as scheduled and the role of traditional Chinese medicine in treating the disease should not be neglected, he added.     He also asked local authorities to make prevention and control plans based on local conditions and formulate management measures on flu patients' medical expenses.     The Premier has also championed the importance of health education and public opinion guidance in fighting against the disease.

ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."

BEIJING, April 29 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday called for improved entry-exit inspection and quarantine of swine flu cases, and accelerating research on a diagnostic reagent to test for the virus.     All government departments must make public health a priority and maintain steady social order, Li said during a visit to the Beijing Capital International Airport and the Chinese Center for Disease Control and Prevention. Chinese Vice Premier Li Keqiang (C) visits a laboratory of the Chinese Center for Disease Control and Prevention in Beijing, capital of China, April 29, 2009. Li visited the Chinese Center for Disease Control and Prevention and Capital International Airport in Beijing to inspect the operations of swine flu prevention on April 29.Li said China had no confirmed cases of swine flu, but the virus could still spread to China as the outbreak was worsening in some other countries.     Entry-exit authorities must step up inspection and quarantine by conducting strict medical examinations of people traveling from areas with swine flu cases, and sterilize goods and transport thoroughly, to keep the virus from entering China, he said.     Li also urged disease prevention experts at the Chinese Center for Disease Control and Prevention to develop a diagnostic reagent for use in testing for the virus as soon as possible.     An effective surveillance and reporting system was the basis for the prevention of swine flu, so that people suspected to be infected could be "located, reported, quarantined and treated as soon as possible," Li said.     He also urged local authorities to increase production of anti-flu medications, protective gauze masks, sterilization drugs, and respiratory machines, and enhance public education on swine flu.     Officials should closely monitor the global situation, and take prompt and comprehensive measures to deal with the virus in cooperation with the World Health Organization (WHO) and other countries, he said.     Swine flu is suspected of causing the death of 159 people in Mexico. The United States confirmed Wednesday that a 23-month-old child in Texas had died from the virus.
