JINAN, Feb. 3 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday and Thursday visited drought-hit villages and ordered all-out efforts to combat the dry spell while celebrating the Chinese New Year with local people.When visiting Jiaxiang County and Qufu City in east China's Shandong Province, Wen inspected cornfields and reservoirs to assess the drought's impact.The drought, which began in October, has hit the southwest parts of Shandong hardest."It's hard to know when it will rain. We must prepare for the worst and do our best to combat the drought to ensure a good harvest," Wen said while visiting a reservoir in Qufu.Wen made the remarks Wednesday afternoon after learning the reservoir was holding a volume of water 8 million cubic meters less than normal.He told officials accompanying him any drought-caused reduction in grain output may undermine the government's top priority for 2011: the stabilization of prices.Officials at all levels must work to combat the drought, Wen added.China's central authorities last week announced an ambitious water conservancy project development plan, to raise China's ability to control flooding and drought.Under the plan, the average annual government spending on such projects will double the 2010 level."The drought affects agricultural output, which is related to the nation's food security and the income of rural people. BEIJING, Feb. 10 (Xinhua) -- Chinese researchers have made significant progress in developing key technologies for natural disaster early warning systems and emergency relief, according to the Ministry of Science and Technology (MST).The four-year project, "Research on Key Technologies for Geological Disasters Monitoring, Early Warning and Emergency Relief," was initiated in 2006 with support from China's top-level government scientific research funding program.Scientists involved in the project had made remarkable technological progress in four fields, namely natural disaster recognition in earlier stage, monitoring and early warning, risks assessment and emergency relief, the MST said in a statement on its website.As part of the project, rain-triggered landslide monitoring and early warning systems have been established around Mount Ailao in southwest China's Yunnan Province and in the southeastern area of east China's Fujian Province.A natural disasters monitoring system has been developed by Chinese scientific workers using optical fiber technologies. This system with Chinese intellectual property has been put into use in areas, including the the reservoir region of the Three Gorges Project on the middle reaches of the Yangtze River.According to the MST, the research project also provided substantial technological support in assessment of disasters and relevant relief during China's responses to the Wenchuan earthquake in May 2008 and the massive mudslide in Zhouqu of Gansu last August.

BEIJING, Feb. 8 (Xinhua) -- China plans to sell 600 billion yuan (91 billion U.S. dollars) worth of welfare lotteries from 2011 to 2015, up 73.6 percent from the past five years, an official from the Welfare Lottery Distribution and Management Center (WLDMC) has said.The sales of welfare lotteries posted an annual increase of 18.7 percent over the past five years, from 41.2 billion yuan in 2006 to 96.8 billion in 2010, the official said.The sales totalled 345.53 billion yuan from 2006 to 2010.The center believed that there would be broad prospect for welfare lottery sales with the increase of people's income and the development of philanthropy.According to China's Regulations on Lottery Management, money raised through lotteries is divided into three parts: the jackpot, lottery management fees, and lottery public funds.The government-run lottery raised a total of 30 billion yuan for public welfare funds in 2010, according to the WLDMC statistics.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council, or China's Cabinet, to raise welfare funds through lottery sales in 1987.

The hearings, entitled "Protecting Mobile Privacy: Your Smartphones, Tablets, Cell Phones and Your Privacy," is scheduled to take place next Tuesday in the wake of an iPhone location database controversy.Tribble is one of the industry's top experts in software design and object-oriented programming, known for helping to design the Mac OS and user interface. He is considered as the right-hand man of Apple CEO Steve Jobs and has been with Jobs since they developed the original Macintosh. When Jobs was forced to resign from Apple in 1985, Tribble followed Jobs and co-founded another computer company NeXT Computer. He rejoined Apple and Jobs in 2002.At the upcoming Congressional hearing, Tribble will be joined by Alan Davidson, Google's director of public policy for the Americas.Apple has been under heavy fire after it was alleged last month that its iphones and other smart phones had been collecting customers' location information. BEIJING, Feb. 8 (Xinhuanet) -- China's railroads and highways will see their busiest day of the Spring Festival holiday on Tuesday when the number of travelers returning to major cities hits its peak, just as a cold snap sweeps across much of the country, the ministries of railways and transport said on Monday.The Ministry of Railways said on its website that there had been a sharp rise in the number of travelers leaving smaller cities on Monday bound for such places as Beijing, Shanghai and Guangzhou.The ministry said the number of people on the move on Tuesday is likely to make the day the Spring Festival travel peak.The nation's roads are also likely to be at their Spring Festival maximum on Tuesday and Wednesday, the Ministry of Transport reported on Monday on its official website.The National Meteorological Center (NMC) added on Monday that a moderate cold snap was expected on Tuesday, causing temperatures to fall by between four and six degrees in most parts of China.The weather pattern will bring widespread rain and snow to the southern part of China from Wednesday to Friday, the NMC said.The Ministry of Railways said on its website that it has asked its local branches to be prepared for the upcoming icy weather.Meanwhile, the local authorities in big cities have been bracing for the arrival of massive numbers of travelers as the Spring Festival holiday winds down.In Shanghai, tens of thousands of public transportation workers cut their holidays short and put 27 additional bus lines on the road to meet demand as passengers began arriving in large numbers at the city's railway stations.The influx began on Saturday night, according to local newspaper Wenhui Daily.On Sunday, the pressure intensified on the Qinghai-Tibet railway, two days earlier than expected.As a result, the railway company organized additional workers to facilitate the flow of people through Xining Railway Station in Northwest China's Qinghai province.Many volunteers have also been pitching in to help keep people moving and have offered to do various jobs at stations, such as helping people buy tickets and assisting them in checking their travel schedules.Among them, Liu Chen, a student from the Guangzhou-based Zhongkai University of Agriculture and Engineering, has been helping people at Guangzhou Railway Station by carrying their bags."One day, I helped more than 70 passengers with their luggage and, after all of them got on the trains, it felt like my legs were almost paralyzed," he said.The Hohhot railway bureau in North China's Inner Mongolia autonomous region said it is expecting so many extra passengers that it has scheduled four additional trains for lines to Chongqing and Beijing.With so many people scrambling to get back from family gatherings and holidays to their jobs in China's big cities, the rush to buy tickets has been phenomenal.
