(KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that critically injured a skateboarder.National City police say the man was skateboarding with friends on Palm avenue around 12:30 a.m. when a vehicle traveling northbound hit him.The vehicle fled the scene, leaving the victim on the street when officers arrived. Paramedics rushed him to UC San Diego Medical Center with serious head injury, according to police.Witnesses tell police the driver was a woman. (KGTV) - A new public market is the first of several projects that city leaders hope will reinvigorate 8th Street in National City.The Market on 8th will be located on the Northwest corner of 8th and A. Multiple people were injured Thursday when a school bus collided with a dump truck and flipped over in Mount Olive Township in Morris County, New Jersey, officials said.The Associated Press reports that one adult and one student were killed.Mount Olive Mayor Rob Greenbaum, who saw the aftermath of the highway crash from an overpass, described the scene as "horrific." He told HLN Thursday there were possible ejections in the crash.At least three hospitals have received patients from the accident, including two believed to be children, officials said.The bus was transporting students from East Brook Middle School in Paramus, New Jersey, according to a school official."Our hearts are broken by today's tragedy," Gov. Phil Murphy said in a Facebook post after arriving at the school.Jay Faltings, who drove past the scene about five minutes after the crash, told HLN he saw children being rescued from the wreckage.Faltings said the front of the dump truck appeared to have been sheared off and the school bus was "ripped off its frame" after hitting a guard rail and flipping over."It's like nothing you've ever seen before," he said.Faltings said first responders appeared to have removed the children from the scene."They were young kids," he said. "But luckily, first responders, everybody there helped get all the kids out safely from what we could see... NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said.
