BEIJING, Jan. 3 (Xinhua) -- China's Ministry of Public Security (MPS) Monday urged drivers to use extreme caution in Guizhou, Hunan and Guangxi in southern China which has been hit by freezing rains.Motorists were asked to strictly follow the instructions of traffic police and drive slowly after the expressways in the regions were reopened for use after being temporarily closed due to the severe weather.Freezing rains that swept south China's Guizhou Province, Hunan Province and Guangxi Zhuang Autonomous Region have caused road surfaces to ice up in parts of the Lanhai and Hukun Expressways.As a result, many vehicles in the regions were stranded.Local authorities have been ordered to take emergency measures to break up ice found on the roads, keep traffic moving and avoid shutting expressways.As of 4 p.m. Monday, the 1,500 vehicles that were stranded on Hukun Expressway near the juncture of Hunan and Guizhou provinces had safely reached Guizhou, traveling at speeds up to 30 kilometers per hour.Meanwhile, another 1,900 vehicles that had been stranded on National Highway 210 where Guangxi and Guizhou meet, have also reached Guizhou.Noting that Guizhou in the coming three days is expecting more icy rain, according to weather forecasts, Huang Ming, deputy minister at the MPS, stressed improved measures be taken to ensure traffic continues to flow in the region.

According to Minister of Environmental Protection Zhou Shengxian, during another meeting on Tuesday, the sulfur dioxide index is expected to drop 14 percent in 2010 compared with the 2005 level.Also, the index of Chemical Oxygen Demand (COD), a measure of water pollution, is expected to decrease 12 percent.China's 11th five-year program set out to reduce COD and sulfur dioxide levels by 10 percent over this period.However, Li stressed that China faced more pressure in environmental protection than any country in the world, since it was a developing nation striving for modernization and with a huge population of 1.3 billion.China should innovate its development mode and endeavor to make the two, development and environmental protection, promote each other, he noted.Li said the country should set up a people-oriented conception in environmental protection efforts, and carry out major projects regarding sewage disposal, waste processing and water environment in urban areas.Efforts would also be devoted to prevent and treat rural area's pollution problems and ensure the safety of drinking water and food, Li said.Li called for improving related laws and regulations and fully completing the government's responsibility in the environmental protection sector.

BEIJING, Dec. 24 (Xinhua) -- China's State Food and Drug Administration (SFDA) on Friday moved to overhaul the supervision over country's dairy products in a bid to ensure food safety before the major Chinese festivals.Local food and drug administrations have been ordered to increase supervision over the trade and consumption of diary products and ensure that dairy products are not mixed with non-edible substances or food additives,read a notice posted on the SFDA's website.The SFDA asked restaurants to keep dairy product suppliers' contact information as well as valid documents which could help authorities identify the quality, specifications and expiration date of dairy products.Year-end is always a peak season for the Chinese to dine out, either with families or colleagues. The Spring Festival, or the Chinese lunar new year and the most important festival for the Chinese, falls on February 3.China's dairy industry was marred by a scandal in 2008, in which at least six infants died and almost 300,000 became ill across the country after consuming dairy products tainted with the industrial chemical melamine.To restore consumer confidence, the Chinese government launched a nationwide safety overhaul of dairy products in November 2008.

GUANGZHOU, Dec. 24 (Xinhua) -- A fishing boat with at least 13 crew aboard has been missing for a week in waters off the coast of south China's Guangdong Province, authorities said Friday.The boat, registered in Yangxi County, Yangjiang City, was unable to be located at its anchoring spot in Dongping Port at 3 a.m. on Dec. 16, when other boats in the port that were taking shelter from strong winds received the boat's distress call, Yangxi County marine affairs officials said.Winds of up to 72 kilometers per hour started blowing on Dec. 15, whipping up five- to six-meter-high waves, the official said.The family of the boat's owner, Feng Zixing, reported the boat missing on Dec. 17, after private searches failed to find the boat or its crew.Feng and most of the missing crew are from the county's Lanpao Village.A search for the boat had found nothing by 7 p.m. Friday.The 28-meter-long, 5-meter-wide boat was built with steel in 2001. It was equipped with radar and walkie-talkies.
