SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135

SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752

SAN DIEGO (KGTV) -- San Diego is expecting cooler temperatures this week, but another heatwave isn't far behind. Local air conditioning companies have been swamped with service calls. Philo Mitman is a service technician with ASI The White Glove Guys."When this heat does come, our call volume is tripled, quadrupled cause everyone needs it now," said Mitman. Mitman said it's important to replace filters, possibly every month, depending on use. "A dirty filter is the biggest thing as a homeowner that can cause bigger issues because if that is neglected the big motors can get seized up, they can overheat , you can block coils off which causes big, big problems," said Mitman.Another common mistake, according to Mitman, is closing vents. "Common misconception is that people close vents off to save money, when in fact, it actually costs you more money when you do that because your system is designed for a certain amount of air flow to be delivered to the home and if you start cutting that off , the system tries to make up for that so it works extra harder," said Mitman. SAN DIEGO (KGTV) - San Diego Fire-Rescue is bringing on more firefighters and preparing for a Red Flag Warning and Heat Advisory in the week ahead.Starting Monday Deputy Fire Chief David Gerboth said, "our helicopters will be on 24 hours a day. We're staffing up five additional brush engines. These are engines that are specially designed to work in these rural areas."He explained the engines have off-road capabilities and can fight fire in areas similar to Japatul Valley where the Valley Fire burned more than 9,000 acres in a day.The National Weather Service issued a Red Flag Warning for San Diego County mountains and valleys Monday from 5 a.m. to 5 p.m.A Heat Advisory follows, 10 a.m. Tuesday to 8 p.m. Thursday, "91 to 102 degrees for the San Diego valleys."This combination dire according to Gerboth."Near-record high temperatures, a mild Santa Ana event and combine that with our vegetation that burns is reaching critically dry levels. So it's very receptive to burn and it's spreading and burning quickly when it does," Gerboth said.He said now is the time to have a plan in place to evacuate. He said to ensure you know your evacuation route, have a go-bag and have your important documents in one place.It is not too late to clear debris from your rain gutters. San Diego Fire-Rescue Media Services Manager Mónica Mu?oz added you can "remove combustible materials from around your home and also remove dead branches and leaves from trees and foliage near your home."Mu?oz said this is not the time to use power tools to clear brush on your property, as you could spark a fire.Gerboth said if you see smoke or feel unsafe do not wait to evacuate. 1670
