A Detroit police officer who was recorded punching a naked woman at a Detroit hospital has been suspended with pay pending an investigation.According to Detroit Police Chief James Craig, the Wayne County Prosecutor's Office has also started a criminal investigation into the officer's use of force.The incident started with a call around 6:45 p.m. local time on Wednesday. When officers arrived, they saw a naked woman on the street. Officers put her in a police car and took her to Detroit Receiving Hospital. According to Craig, the woman was not agitated during the entire ride to the hospital, and officers were able to cover her up. Craig said the officers did not handcuff her.Once at the hospital, the woman threatened hospital staff and security staff, spit on several employees, bit a security officer twice and tried to bite another police officer.Craig says an officer struck the woman several times, ignoring the Detroit Police Department's de-escalation tactics."The suspect had her back turned but the officer continued to punch," Craig said. "We have grave concerns for the officer's action."The department is investigating the incident, on top of the prosecutor's office, and they are in the process of downloading body camera videos. According to Craig, the officer is an 18-year veteran of the force, is a corporal, and has a good record. He hasn't had a complaint since 2015 and not does not have a "category one use of force incident"— when a use of force incident results in injury.The woman was treated for minor injuries at the hospital and had some minor contusions but is in stable condition.Officers have interviewed several hospital staff, but are in the process of trying to locate the person who took the video showing the use of force.According to Craig, the officer did undergo their mental health and emotional survival training twice in 2016 and once in 2015. He said the department has "above average" training when it comes to people who have a mental illness. 2018

A group of Republicans are making good on their threat to attempt to force an immigration floor vote in the House -- potentially paving the way for a showdown among proposals to save the Deferred Action for Childhood Arrivals program.The lawmakers on Tuesday signed what's known as a discharge petition -- a procedural maneuver that can bring legislation to the House floor if it is signed by a majority of House members regardless of whether it has moved through committee, as is traditionally the case for most legislation. If the petition were to pick up enough supporters, it would set up a floor debate on four different immigration measures as early as June.The move is unusual for members of the majority party, who are effectively going around House Speaker Paul Ryan to set up a vote on legislation that GOP leadership has refused to call to the floor for a vote. Still, the members insist they are making an effort to be deferential to leadership, by leaving one bill open to the speaker's choosing.The effort is being spearheaded by three moderate Republicans who have long been vocal about trying to save DACA, a program that protected young undocumented immigrants who came to the US as children -- Reps. Will Hurd of Texas, Jeff Denham of California, and Carlos Curbelo of Florida. Curbelo officially introduced the petition Wednesday morning.In an exclusive interview with CNN, the three moderates said the goal was to have a long overdue immigration debate without a predetermined outcome."This institution should be driven by courage, not by cowardice, and the goal should not be to suppress members from pursuing their legislative goals, it should be to empower each member, and that's what we're trying to do," Curbelo said. "The goal is to empower each member of the House, including the speaker, to advance the solution that each member believes is the best one for this challenge and to try to gain supporters for that solution. So this is not in defiance of anyone."A spokeswoman for Ryan didn't comment specifically on the petition, saying efforts to pass immigration legislation continue in general."We continue to work with our members to find a solution that can both pass the House and get the president's signature," AshLee Strong said.The three members who pitched the proposal held a news conference Wednesday afternoon announcing their move, and were joined by fellow Republican Reps. Mario Diaz-Balart, of Florida, John Faso, of New York; Mia Love, of Utah; and Ileana Ros-Lehtinen, of Florida.The petition has more than a dozen Republicans on it already, Denham said, and while the members would not reveal their list of supporters in advance, they did note the signatories come from across the ideological spectrum.As of mid-afternoon Wednesday, the petition had 15 signatories, mostly moderates.Some more conservative members of the House could back the effort because it would allow a vote on a hardline immigration measure they've supported, and circumvent what conservatives often complain is overly restrictive procedural controls by leadership."I think you'll see many different caucuses throughout the House that are engaged in this debate that are focused on different solutions," Denham said. "I think it's our job. Congress needs to do its job and be held accountable."President Donald Trump sought to end the executive program put in place under the Obama administration last September, but a collection of court rulings have found Trump's action likely does not pass legal muster, and kept the program largely in place. A group of red states recently sued in a different court to try to have the program itself declared unconstitutional.Lawmakers have sought to pass legislation that would enshrine the program in law, which would address critics who say it goes beyond the authority of the executive branch. But efforts to protect it in Congress have been unsuccessful.It remains unclear if the new effort will pick up enough support to force a House showdown. While it starts with a number of Republicans in support, it would still need to roughly double the number of GOP members signing on and pick up all Democrats in the House. Effective discharge petitions have been rare in House history, though not unheard of.Democrats have insisted on a path to citizenship for DACA recipients and have opposed measures that they say are too aggressive or punitive to immigrants in return, though they have agreed to billion in border security funding. Most Republicans have been split about a path to citizenship, and have insisted any such deal must include cuts to legal immigration and hardline measures to target illegal immigration, as well.The discharge petition would support what's known as a "queen-of-the-hill" rule, which would bring four competing immigration-related bills to the floor for debate and a vote. Denham and Hurd had previously announced the rule had the support of 50 Republicans and 190 Democrats, more than 20 members over the threshold for a majority of the House, but it's unclear if all of them will back the petition.Denham, Hurd and Curbelo's move Tuesday would pave the way for a floor vote on a hardline bill from Republican Reps. Bob Goodlatte, Mike McCaul and others that does not include a path to citizenship; a creation of a program like DACA without any border security measures from Democrats; a bill Ryan would offer; and a bipartisan bill?from Hurd and California Rep. Pete Aguilar that would pair a path to citizenship with a direction to the administration to gain "operational control" of the border by the best means available. The rule also allows for the authors of the bills to change them, and the members expected all of the proposals would evolve before a floor vote -- especially to include language that would appropriate billions for border security.GOP leadership has agreed to whip the Goodlatte bill, but it has failed to gain the support of enough Republicans to make it viable to pass the House. The President has backed Goodlatte's legislation and rejected all the other proposals put forth besides his own hardline plan. The reserved spot for the speaker could be any bill of his choosing.The "queen-of-the-hill" procedure would mimic an exercise in the Senate earlier this year, when votes on four competing immigration proposals ended with none reaching the number of votes necessary to move forward, including the President's plan."This debate is too important not to have," said Hurd, who has roughly one-third of the entire southern border as part of his district, more than any other single member. "Let's have this debate on the House floor and let everybody bring their ideas to the forefront." 6770

A Florida man was charged with murder after detectives connected him to the suspicious death of his girlfriend.The investigation began Oct. 15 when Sarasota County deputies were called to a vehicle fire along I-75 in Osprey. When deputies arrived, they found a minivan with a deceased female inside.The driver, 34-year-old Michael Clark, told deputies he didn’t know how the fire began, how the female died or how he got to Sarasota.State investigators with the Bureau of Fire and Arson Investigations determined the minivan was intentionally set on fire. They found a gas can inside the minivan and a lighter nearby.Further investigation by the Medical Examiner’s Office determined the victim’s cause of death was homicide caused by blunt force trauma.The investigation revealed that Clark drove his minivan to meet the victim at work on Oct. 14. A witness saw the two get into an argument. During which time, Clark was seen confronting the victim and the victim pushed him away. Clark then put the victim in a headlock, according to the arrest affidavit. The victim was last seen alive walking with Clark towards his minivan, her car never left the parking lot.Detectives determined Clark beat the victim to death before placing her in the back of the minivan, driving southbound along I-75, and eventually setting the vehicle on fire with the intent of destroying all evidence of his crimes. At the time of the incident, personnel seized Clark’s clothing for investigation and recovered a small amount of cocaine. He was transported to the hospital and later released while the investigation continued.On Thursday, Sarasota County detectives working in partnership with the Hillsborough County Sheriff's Office executed an arrest warrant and search warrant at Clark’s home.He was taken into custody and booked into the Orient Road Jail in Tampa. Sarasota County detectives charged Clark with Murder, Arson, Tampering with Evidence, and Possession of Cocaine. He remains in custody without bond.The victim was 34-year-old Kristen Kelley, Clark’s girlfriend of several years. The couple had three children in common. 2170

  

A doctor with the Oregon Health Authority is getting attention after she wore clown make-up during a recent video update on the state’s coronavirus cases.Dr. Claire Poché starts out the video update like any other, stating her name, introducing her colleague who joins the video later and then giving an update on Oregon’s COVID-19 numbers.“As of today there have been 38,160 cases in Oregon, with 390 cases being reported today. Sadly, we are also reporting 3 deaths today, bringing the statewide total of COVID related deaths to 608,” Dr. Poché said in an October 14 video, while visually looking like a clown.She is wearing white and red make-up on her face made up to look like a clown, in addition to a polka dot shirt, bright red tie and yellow pants.Dr. Poché does not reference the make-up on her face, or offer an explanation for her look.The video cuts to another doctor with the Oregon Health Authority, also wearing a costume, who talks about safe ways to celebrate Halloween with pandemic safety precautions in mind.At this point, viewers might start making the assumption the costume and Dr. Poché’s make-up are part of a coordinated plan for Halloween.About 10 minutes into the video, the two colleagues reference their costumes and talk about their Halloween plans. 1289

  

A first grader at Latta Elementary School in Ada, Oklahoma was very excited when she realized one of her textbooks appears to have belonged to country singer and "The Voice" judge Blake Shelton.While it may have seemed like a cool coincidence to Marley Parker, her mother and former educator Shelly Bryan Parker had a different take on the 1980 textbook."Marley is EXCITED that her 'new' reader belonged to Blake Shelton, but I am EMBARRASSED!!!! I'm 40 and these people are my age!!" Parker posted on Facebook.Shelton, 41, who has publicly talked about his hometown of Ada, appears to have printed his name on the front of the textbook in 1982. Latta school district's superintendent Cliff Johnson confirmed to CNN that Blake Shelton attended Latta Public School "in his younger years" of education, but graduated from a different school.Parker told CNN that the book, "Look Away (Keys to Reading)" by Louise Matteoni, is very educational and still in good shape."My daughter's teacher is an amazing educator, and I'm certain that if she had a way to obtain books that are not 40 years old, she would."Parker didn't intend for the photo to get as much attention as it did, but hopes it brings more awareness to the current situation Oklahoma's educators are facing."I just want the state to come to a resolution that will fully support teachers and their classrooms. As a former educator, this is very important to me.
