Postmaster General Louis DeJoy said this week now is the time for Congress to act in order to enact legislative and regulatory reforms as the agency says it is strapped for cash.DeJoy’s statement comes as Senator Joe Manchin, D-WV, said in a letter to Dejoy that USPS locations in his state are slated to close or reducing hours. Manchin said he is concerned that the postal service will be less accessible to his constituents.“As a public service, USPS is legally required to deliver mail, to all postal addresses in all regions, at a flat rate, no matter how far it may have to travel,” Manchin said in a letter to DeJoy. “The Service’s affordability and continued accessibility are essential for rural communities, especially those with high rates of poverty. In many areas where reliable broadband is not an option, the Postal Service is their only link to medicine, social security checks, and family members.In recent years, the USPS has seen a decrease in mail volume, going from 170.9 billion pieces of mail in 2010 to 142.6 billion in 2019. Meanwhile, USPS continues to operate routes six days a week.To combat the decrease in revenue, DeJoy wants to implement reforms and cut overtime from the budget. PORTLAND, OR (KPTV) -- A man who bit a teen girl at a Green Day concert in Portland pleaded no contest to harassment and was sentenced to one month in jail.Joel Brian Dauncey, 34, of Vancouver, British Columbia, entered his no contest plea in court Monday. An additional charge of third-degree sex abuse was dismissed as part of his plea agreement.Dauncey was arrested last month following the Green Day concert at the Moda Center.Court documents state the 14-year-old victim was with her mother, who was on her left, with Dauncey on her right.The girl said she was dancing when Dauncey leaned over and bit her on her right breast, according to a probable cause affidavit.The affidavit states an employee working at the concert witnessed the bite and said Dauncey had been cut off from buying alcohol due to his behavior.Along with one month in jail, Dauncey was sentenced to 11 months probation and ordered to have no future contact with the victim.The-CNN-Wire 970

POWAY (CNS) - Authorities today identified a 69-year-old man who was gravely injured when he was struck by a car while walking in the same Poway intersection where sheriff's deputies were investigating a collision in which his wife struck and injured a pedestrian about 30 minutes earlier.Robert Tockstein of Ramona was struck shortly after 8:35 p.m. Tuesday at the intersection of Twin Peaks Road and Midland Road, and he died at an Escondido hospital early Wednesday morning, according to sheriff's Lt. Dustin Lopez and the San Diego County Medical Examiner's Office.In the first crash, which happened around 8:05 p.m. Tuesday, Tockstein's wife struck a man who was walking in a crosswalk at the intersection, Lopez said. The victim was transported to Palomar Medical Center in Escondido where he was treated for minor injuries.While deputies investigated the first crash, Tockstein arrived at the scene, Lopez said.Tockstein moved his wife's vehicle and as he was walking back to the scene of the crash he was struck in the east crosswalk of Twin Peaks Road, the Medical Examiner's Office said in a statement.The driver of the Toyota Prius that struck Tockstein remained at the scene and cooperated with deputies, Lopez said.Tockstein was transported to Palomar Medical Center in Escondido, where he was pronounced dead at 1:58 a.m. Wednesday, the Medical Examiner's Office said. 1390
