First of all, I wish to express sincere thanks to you, President Sarkozy, and the French government for the active efforts and thoughtful arrangements you have made for the summit.Currently, the world economic situation needs our high attention. Some major economies are experiencing economic slowdown, and some countries are facing acute sovereign debt problems. Volatility in the international financial markets persists. High inflationary pressure confronts emerging markets. The turbulence in west Asia and north Africa continues. And extreme weather and frequent natural disasters have also exerted negative impact on the world economy. As a result, the global economic recovery is fraught with instability and uncertainty and encounters growing risks and challenges.What has happened since the outbreak of the international financial crisis in 2008 shows that we are facing not just an economic and financial crisis. It is a crisis that has exposed certain deficiencies in the existing institutions and mechanisms, policies and approaches, and ways of development. The world economy is now at a crossroads and global economic governance faces arduous tasks. It is imperative that we stand on a higher plane, transcend differences on specific issues, move beyond short-term considerations, and jointly seek ways to overcome the crisis and sustain development. As the premier forum for international economic cooperation, the G20 must continue to demonstrate the spirit of standing together in times of adversity and pursuing win-win cooperation. At this critical moment, the G20 must work to address the key problems, boost market confidence, defuse risks and meet challenges, and promote global economic growth and financial stability. I wish to make the following proposals in this connection.

UNITED NATIONS, Nov. 18 (Xinhua) -- China on Friday voiced its hope that countries concerned "will continue to appropriately address the issue" of the alleged plot to kill Saudi Arabian ambassador to the United States "through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region."The statement came as Li Baodong, Chinese permanent representative to the United Nations, was addressing the UN General Assembly to explain the Chinese position on the issue after he abstained from voting on the draft resolution on the alleged Iranian involvement in the assassination plot."China hopes countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region," he said."At present, the case is highly complicated and sensitive," Li said. "Parties still have different views over the issue. Any conclusion or action must be based on comprehensive, impartial, objective and transparent investigation and substantial evidence.""Before facts are out, parties should adopt a prudent approach, refrain from jumping to conclusions, and avoid action that may complicate and worsen the situation," he said."China abstained from the vote on the General Assembly draft resolution entitled 'Terrorist Attacks on Internationally Protected Persons'," he said. "We oppose all forms of terrorism, and always stand for compliance with international law and the basis norms governing international relations in handling state-to- state relations as well as effective protection of the safety and security of diplomatic personnel."Earlier on Friday, the UN General Assembly adopted a resolution which expressed deep concerns at the assassination plot and called on Iran "to comply with all of its obligations under international law." Iran strongly denied the allegation.Before or after the vote, countries such as Bolivia, Sudan and Venezuela said that due to a lack of solid evidence to support the allegation, the draft adoption would "create a dangerous precedent " in the international relations.

BEIJING, Dec. 28 (Xinhuanet) -- A second city in East China's Fujian province will require those buying emergency contraceptive pills to show identification, Xiamen Daily reported on Wednesday.Citizens in Xiamen city of East China's Fujian province will now be asked to provide proof of identity, following a similar rule of the province's capital city of Fuzhou,According to the rule issued by Xiamen Food and Drug Administration, all pharmacies should check the buyer's ID card, register names and numbers as well as contact information, before selling pills to them.Some citizens fear the rule could invade people’s privacy. While others point out the rule may hinder efforts to protect teenagers from unplanned pregnancies.Despite the requirement, it is believed some will still be unwilling to register authentic personal information.

  

UNITED NATIONS, Oct. 28 (Xinhua) -- China's progress in meeting a development goal on children's health can serve as an inspiration to other countries working towards the same objective, Dr. Renee Van de Weerdt, chief of maternal, newborn and child health at the UN Children's Fund (UNICEF) told Xinhua in an interview Friday.Van de Weerdt said that "the example of China is very encouraging because it means it can be done, even in a very big country with a very big population."China is on track to meet the fourth Millennium Development Goal (MDG), one of the eight development targets that the international community has pledged to meet by 2015. MDG 4 requires that each country reduce its rate of mortality for children under age five to two-thirds of what it was in 1990.According to Van de Weerdt, most deaths of children under five take place in the first month of life. After the first month, the most prevalent causes of death are pneumonia and diarrhea.ACHIEVING THE GOAL WORLDWIDEThe international community has been doing "relatively well" in working towards achieving MDG 4, Van de Weerdt said.The UN Interagency Group for Child Mortality Estimation (IGME) stated in their 2011 Report on Levels and Trends in Child Mortality that the number of under-five deaths worldwide has dropped from more than 12 million in 1990 to 7.6 million in 2010."We really continue to see progress," Van de Weerdt said. "The number of children that die every year continues to drop so we are really pleased to see that progress. Unfortunately, the progress isn't sufficient to really be able to say that if we continue at this pace we would achieve MDG 4 by 2015."Some regions, according to Van de Weerdt, like Latin America and parts of Asia are making more headway towards the goal than others that are currently lagging behind.
