SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning residents about drinking and driving ahead of the busy Fourth of July holiday weekend.The department says it will be conducting increased DUI patrols on Saturday, July 4 and over the course of the weekend.The department also plans to hold an impaired driving checkpoint in North County Friday night.Last year, deputies arrested more than 1,300 people for impaired driving. So far in 2020, 387 drivers have been arrested for driving under the influence, the department says. "No one should ever drive under the influence," said Sheriff Bill Gore. "Throughout the pandemic, deputies have continued to enforce impaired driving laws. Don't drink and drive." 734

SAN DIEGO (KGTV) — The trial of the Navy veteran accused of stabbing his wife, then dumping her body into the San Diego Bay, got underway today at San Diego Superior Court. Matthew Sullivan sat quietly next to his lawyers, nearly four years after the gruesome discovery of his wife, 32-year-old Elizabeth Sullivan. "She said, 'Hold on a sec.' And then she said 'I got to go,' quietly, and I didn't hear from her anymore," Calandra Harris said while wiping her tears. Harris described herself as Elizabeth's best friend. The two met while working together at Hampton University in Virginia. She said the last conversation she ever had with Elizabeth was on the day before she went missing in October 2014. Despite living on opposite coasts, Harris said she and Elizabeth talked every day. Harris said Elizabeth often consulted her about her tumultuous marriage with her husband. Both husband and wife filed domestic violence charges against each other, and the couple slept in separate rooms in the same Liberty Station home. So when Elizabeth went missing, Harris said she was worried, especially when she saw Sullivan's new Facebook post. "I noticed that he posted that he was in a relationship with Kay Taylor," Harris testified. "And when did you see that?" Deputy District Attorney Jill Lindberg asked. "Less than 30 days after and Liz was missing," Harris said. In October 2016, on the same day that Matthew was moving to Maryland with his new girlfriend and children, Elizabeth's decomposed body was discovered floating in the San Diego Bay. At this time, Matthew was not a suspect. But after months of investigating, police found blood underneath the carpet, and a knife hidden in the insulation of the Liberty Station home the couple once shared. "They can see blood in some of the crevices, down where the blade comes out of the handle and the bolts on the side," Lindberg said while displaying the knife to the jury. "They checked it, and they found Elizabeth's DNA and blood. A tiny bit of the defendant's, mostly the victims."The defense team agreed that the blood was Elizabeth's. But they said the mother of two, who had infidelity issues and abused drugs and alcohol, hurt herself. "Elizabeth had broken a mirror," Defense Attorney Marcus DeBose said. "Taking a large shard of glass out of the mirror, she inflicted a deep wound.
