(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

Fernanda Gonzalez went missing in Tijuana on February 2nd. Her sister, Erika Gonzalez, tells 10News Tijuana authorities issued the warrant for 20-year-old Aaron Seth Juarez wanted in connection with his stepmom's murder. The family's attorney, Jesus Rodolfo Cruz, tells 10News Fernanda's Jeep Grand Cherokee is still missing. The Jeep has California plates that read 6VXP431. Gonzalez first reported her sister missing in early February and posted on social media asking for help finding her. Gonzalez tells 10News each post had thousands of shares before she got a phone call that changed the course of the search, "somebody call me and said to keep looking for my sister because she was already dead and in the back of her yard".RELATED: Woman discovers her sister's body buried in Tijuana backyardAfter getting two calls saying the same thing, Gonzalez and her father went to Fernanda's home in Tijuana and searched the backyard, eventually finding Fernanda's body buried. CINCINNATI — Four Cincinnati Reds players knelt during the national anthem before an exhibition game against the Detroit Tigers at Great American Ball Park Tuesday night.Among the players kneeling in solidarity with the Black Lives Matter movement were Joey Votto, the Reds' star first baseman, pitcher Amir Garrett and left fielder Phillip Ervin.Garrett recently said he was reluctant at first to speak out in support of the Black Lives Matter movement, but he now says he's found his voice and calls for an end to racial injustice."I was scared to talk about these injustice issues we were having because in baseball, there's not a lot of African Americans that play the game, and I was nowhere near Kaepernick (in prominence)," Garrett said. "I felt I could be pushed out of the game. That was really scary for me."Since the death of George Floyd at the hands of police in Minneapolis earlier this year, Votto has been an outspoken supporter of the Black Lives Matter movement. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit.
