TOKYO, May 21 (Xinhua) -- Japanese Economy, Trade and Industry Minister Banri Kaieda met with visiting Chinese Commerce Minister Chen Deming in Tokyo Saturday and agreed the two countries will promote bilateral trade to assist Japan's recovery after the March 11 quake and tsunami.Chen, who accompanied Chinese Premier Wen Jiabao to Japan, told Kaieda that China will offer "as much cooperation as possible to help Japan's reconstruction" by providing necessary supplies.Kaieda said Japan will strive to restore production and supply chain disrupted by the disasters as soon as possible.The two sides said they will conduct various investment and trade activities to strengthen cooperation and personnel exchange, and facilitate the smooth flow of bilateral trade so as to promote sustainable development.The two ministers signed a document on expanding bilateral economic and trade cooperation. SYDNEY, May 24 (Xinhua) -- Australian soldiers and contractors in Iraq might have been exposed to blood-borne diseases such as HIV or hepatitis, as staff at Defense's main hospital unit in the Middle East failed to sterilize surgical equipment properly, local media reported on Tuesday.Fairfax newspapers reported the safety breach occurred at the AL Minhad Air Base in the United Arab Emirates over a 19 month period, from February 2009 to August 2010, but soldiers were alerted to the problem only a week ago.A Defense Department memo to troops has warned that soldiers and contractors who passed through the air base hospital near Dubai should ensure they had their blood screened, The Sydney Morning Herald reported."Personnel who underwent a surgical procedure during that period are possibly at risk of acquiring a blood-borne disease," the memo said.However, the health alert says the risk to Australian Defense Force personnel is low, as blood-borne diseases within the force are rare and personnel are vaccinated against hepatitis.The Defense Force's Surgeon-General, Major General Paul Alexander, wrote the "internal procedural issue" was dealt with by the health system and measures were put in place to prevent a repeat of the error.

BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

LOS ANGELES, May 25 (Xinhua) -- NASA project managers bade farewell to the Mars rover Spirit on Wednesday after sending a final set of commands to the stranded vehicle.This marks the completion of one of the most successful missions of interplanetary exploration ever launched, NASA's Jet Propulsion Laboratory (JPL) said."Last night, just after midnight, the last recovery command was sent to Spirit," said John Callas, the Mars Exploration Rover Project manager at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, Los Angeles."It would be an understatement to say this was a significant moment. Since the last communication from Spirit on March 22, 2010, as she entered her fourth Martian winter, nothing has been heard from her."NASA has tried in vain to regain communication with Spirit since it got stuck in sand about two years ago. The rover last communicated on March 22, 2010, as Martian winter approached and the rover's solar-energy supply declined.NASA checked frequently in recent months for possible reawakening of Spirit as solar energy available to the rover increased during Martian spring, but to no avail.A series of additional re-contact attempts ended on Wednesday, designed for various possible combinations of recoverable conditions, according to JPL."Our job was to wear these rovers out exploring, to leave no unutilized capability on the surface of Mars, and for Spirit, we have done that," said Callas.
