SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. Any witnesses or any additional victims are asked to call San Diego Police at 619-531-2000. 1513

SAN DIEGO (KGTV) — More than 200 people in San Diego County are currently being monitored over novel coronavirus concerns, county health officials said Friday.The 204 people under county supervision include those deemed at risk of having been exposed to the virus due to close contact with confirmed cases or because of travel to China in the past 14 days, the county said.Those individuals are monitoring their health under the supervision of county health officials.RELATED: San Diego Board of Supervisors extends coronavirus emergenciesSo far, 338 people in all have been monitored by the county, with 134 people completing their time under supervision.Health officials say the CDC is conducting screening for those landing at one of 11 U.S. airports from China. From there, if a patient shows no symptoms they are self-quarantined at home for self-monitoring with public health supervision. San Diego has had two confirmed cases of coronavirus, or COVID-19. One patient has since recovered from the virus and been released. The second patient was still receiving care. The emergency declarations allow county leaders to seek mutual aid, potential reimbursement for their response, ensure resources to first responders and hospitals, stock pile medical supplies and hospital beds, and access to state and federal emergency funds if necessary.Health officials advise anyone who believes they have coronavirus to contact their health provider immediately. Coronavirus patients have reported symptoms from mild to severe respiratory illness and fever, cough, and shortness of breath or difficulty breathing. 1896

SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. He’s also calling for more officer training on racial and implicit bias.ABC10 News asked SDPD about the calls for reforms and we are waiting for a reply.SDPD is still investigating Saturday’s shooting. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079

Some have encouraged his love of dance, some have shared their own messages of bad customer service experiences and others are proud of him for keeping people safe by encouraging mask wearing."It’s touched something in everyone around the world and I think it just shows that there’s good people everywhere," said Cowan.Lenin said this money will give him the resource to accomplish many dreams. He’s been meeting with a financial planner and plans to use the money to pursue a degree in kinesiology, donate to charity and also follow his dream of dancing.“I can’t be grateful enough. I want to show everybody respect, like you believed in me and you want me to accomplish my dreams. Thank you so much and I will accomplish it because everyone showed me kindness so now I have to show it back,” said Lenin.The goal is to get the money to Lenin in the next week. 1891
