BEIJING, Oct. 11 (Xinhua) -- China honored a common officer, who devoted himself to his work as a file clerk at the military archives, at a ceremony held here Sunday.     Liu Yiquan had worked as a clerk and then a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had processed more than 830,000 pieces of military archives. BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.

BEIJING, Aug. 9 (Xinhua) -- Senior Chinese leaders on Sunday attended a concert of a renowned Chinese singer to commemorate the 70th anniversary of her participation into the country's revolutionary artistic cause.     Jia Qinglin, Li Changchun and He Guoqiang, all members of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, attended the concert performed by Wang Kun and her students.     Chinese Premier Wen Jiabao sent a congratulatory letter to the show, which was jointly organized by the Ministry of Culture and the China Federation of Literary and Art Circles.     Wang Kun, born in 1925, was the protagonist in the opera of the White-Haired Girl, a household legend describing the sufferings by local farmers under the exploitation of landlords before 1949.
