SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) -- Seven people were displaced following a house fire in Mountain View early Saturday morning, according to San Diego Fire-Rescue.The fire was reported just after 3:30 a.m. on Teak Street near Ocean View Boulevard. Crews quickly responded and were able to get the blaze under control. The home that burned sits on a lot with a second home in front, and the front house was not damaged.Family and residents of the front house said they believe the fire started from a washer/dryer unit. They also said that they had to pull bars off of a window to help people escape, with those outside pulling and those inside kicking on the bars. Four people were were hurt after climbing through the broken window.Crews say a total of seven people were displaced and the American Red Cross was called in to help, but family on scene said everyone is okay. They said the hardest part is realizing they lost everything, including Christmas presents that the two little girls who lived in the burned home had just unwrapped the day before.The family started a GoFundMe to raise money following the fire. 1112

SAN DIEGO (KGTV) — Students at an East San Diego school will meet Thursday to decide how to honor two classmates murdered in Tijuana this month.Christopher Alexis Gomez, a 17-year-old senior at O'Farrell Charter School in Encanto, and 18-year-old Juan Suarez-Ojeda, who graduated from the same school last year, were found shot to death in Tijuana on Nov. 25. Gomez's cousin, Katheryn Garcia, told 10News Wednesday that the two teens were likely tortured in different locations before being killed execution-style and left in front of the Lomas Verdes housing complex.Another teen believed to be Ojeda's friend was also killed.Students at O'Farrell Charter are set to meet with school officials Thursday to decide how to honor their two classmates. The school has also set up a GoFundMe page to help Gomez’s and Suarez-Ojeda’s families with funeral costs and expenses.RELATED: Two San Diegans, Mexican teen shot to death in TijuanaFurther details regarding the murders have yet to be released by authorities.Garcia told 10News her cousin said he was heading to a barbecue in Ensenada on Friday. According to Punto Norte, investigators believe the three killed were taken from an apartment at gunpoint, forced to kneel, and then shot. It's unclear why the teens were targeted.“They’re monsters. SAN DIEGO (KGTV) — San Diego Police say the man found shot behind a Midway District strip mall was the victim of an armed robbery.Police received a call on Wednesday just after 6 p.m. over shots fired and a vehicle collision in the 3600 block of Midway Dr. Officers arrived to find a grey Acura had crashed into a retaining wall behind several businesses. Inside, the driver had been shot at least once.The man, identified as 18-year-old Eduardo Salguero of San Diego, was taken to a nearby hospital but died of his injuries.Investigators say they've learned that Salguero had arranged to purchase an item through Snapchat. When he arrived to meet the sellers, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.Multiple gunshots were fired inside the vehicle, police said. The two suspects then fled on foot. Police only described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time. SAN DIEGO (KGTV) - Schools in San Diego County are readying emergency plans in case the coronavirus prompts schools closures like the ones in Washington state.At least a dozen schools in the greater Seattle area were closed Monday after health officials confirmed at least six deaths linked to the virus in that state.The San Diego Unified School District said in addition to cleaning efforts by its custodial staff, it was lining up outside contractors who could “provide large-scale deep-cleaning of classrooms or entire schools should it become necessary.”The County Office of Education said it planned to distribute a template pandemic response plan to all 42 districts soon with guidance on everything from prevention to post-outbreak recovery.“We’re lucky we don’t have any cases of community spread in San Diego County, so we have some time,” said COE spokeswoman Music Watson. “We’re using that time to think through, if we need to close schools, what about e-learning? What about community kitchens?”The Office of Education is encouraging districts to consider a range of “distance learning” options, in the event of longer-term school closures. Those options include issuing photocopies of lesson plans, posting recorded lessons online, and conducting teacher “check-ins” and tutorials by phone or web conferencing.Several districts have sent letters home to parents in recent days encouraging discussions about hygiene and handwashing, including Sweetwater Union High School District and Chula Vista Elementary School District.“We get that people are a little scared and we want to make sure we do as much as we can,” said CVESD spokesman Anthony Millican.Millican said local district have experience responding to viral outbreaks.
