HONOLULU (AP) — Hawaii's governor says that starting Oct. 15, travelers arriving from out of state may bypass a 14-day quarantine requirement if they test negative for COVID-19.Travelers will have to take the test within 72 hours before their flight arrives in the islands.The governor, David Ige, says drug store operator CVS and healthcare provider Kaiser Permanente will conduct the tests as part of an agreement with the state.Travelers will need to be able to show proof of their negative test results from a CLIA certified laboratory. Those who can’t will be required to quarantine for two weeks or until they can provide proof of their test results.Ige said in a press release that the new pre-travel testing program “is an important step toward reviving our economy while continuing to protect public health.”Earlier this year, Hawaii had plans to start a pre-travel testing program on Aug. 1 but had to postpone them as COVID-19 cases spiked on the U.S. mainland and in Hawaii. Hate crime incidents reported to the FBI increased by about 17 percent last year compared to 2016, according to statistics released Tuesday by the FBI.The statistics, which were released in the bureau's annual "Hate Crime Statistics" report, are a compilation of bias-motivated incidents submitted to the FBI by 16,149 law enforcement agencies.The report found that 7,175 hate crimes were reported by law enforcement agencies in 2017, up from 6,121 reported incidents in 2016. While the number has increased, the number of agencies reporting also increased by about 1,000.Of the 7,106 single-bias hate crimes reported, 59.6 percent of victims were targeted because of the offenders' race/ethnicity/ancestry bias; 20.6 percent were targeted because of sexual-orientation bias; 1.9 percent were targeted because of gender identity bias; and 0.6 percent were targeted because of gender bias. The Court of Arbitration for Sport’s ruling also blocks Russia from bidding to host major sporting events for two years. Russian athletes and teams will still be allowed to compete at next year’s Tokyo Olympics and the 2022 Winter Games in Beijing if they are not implicated in doping or covering up positive tests. The punishments are less than the four-year ban the World Anti-Doping Agency had proposed.One small win for Russia is the proposed team name at major events. The name “Russia” can be retained on uniforms if the words “Neutral Athlete” or “Neutral Team” have equal prominence, the court said.Still, the court’s three judges imposed the most severe penalties on Russia since allegations of state-backed doping and cover-ups emerged after the 2014 Sochi Olympics.The case centered on accusations that Russian state authorities tampered with a database from the Moscow testing laboratory before handing it over to WADA investigators last year. Georgia has re-certified the results of the presidential election in the state, hours after state Sec. of State Brad Raffensperger confirmed that a machine recount requested by the Trump campaign upheld president-elect Joe Biden's win in the state.Raffensperger also criticized those who continue to doubt the results of the 2020 presidential election in the state, saying that the push to overturn the results was "hurting the state."Georgia has counted ballots in the presidential election three times — the initial count, a full election audit and hand recount, which was done at Raffensperger's request, and a machine recount which was held a the request of the Trump campaign. All three counts have shown Biden won the state.Raffensperger says he's been personally pressured by fellow Republicans to personally intervene and overturn the results of the election. At a Saturday political rally, Trump criticized Raffensperger publicly.There is no evidence of widespread voter fraud in the state.
