BEIJING, Jan. 11 (Xinhua) -- A Senior Communist Party of China (CPC) leader Tuesday said government and Party officials should make more effort to deal with petitions and resolve public grievances.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing, where officials discussed work on petitions this year.Despite a drop in petition numbers last year, China would still face a lot public petitions this year since some people still had living difficulties while there were still too many social management problems, Zhou said.Government officials and Party cadres, particularly those at city and county levels, should meet petitioners in person and handle their appeals on a one-on-one basis, he said.Greater efforts must be paid to address unresolved petitions within a time limit, and to prevent more petitions at root by avoiding risks to stability in making policies, said Zhou, who is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.Zhou said the government must not simply reject public petitions and should instead meet people's legitimate demands in petitions.Petitioners who disrupt public order should be handled in accordance with the law, he said.

UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its support for a peaceful and comprehensive settlement of the Darfur issue, saying that efforts should be made to remove the root causes that resulted in such an issue.The statement came as Yang Tao, the counselor of the Chinese Permanent Mission to the United Nations, was taking the floor at an open Security Council meeting on Sudan."Currently, it is very important to maintain security and stability in Darfur," Yang said. "It is hoped that all parties to the Darfur conflict can solve their differences in a peaceful manner through political dialogue, and reconciliation should be achieved and violence avoided.""Achieving substantial result at an early date of the Darfur peace process and reaching a comprehensive political agreement represents a basic guarantee for the long-term peace and stability in Darfur," he said."Without a robust political process, there would be no peace and stability in Darfur, neither would there be the protection of civilians, humanitarian assistance, economic recovery and reconstruction," he said."We once again urged the armed groups which have not yet joined the Doha political process to do so immediately without any conditions," he said.As a mediator of the Darfur peace process, Doha has brokered several rounds of talks between Khartoum and rebel groups over the past years.The Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur, he said. "We will continue to work with the international community to contribute to the peace, stability and development in Sudan."

HOHHOT, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that herdsmens' living standards should not be lowered as the nation strives to conserve the grasslands.Wen made the remarks during a two-day tour to Xilingol, Inner Mongolia Autonomous Region, that ended Sunday.From the beginning of this year, China is giving financial assistance to herders for their efforts to conserve grasslands and to compensate them for their losses.China's pastoral regions are vast and have great development potential. The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.

  

NANJING, Dec. 12 (Xinhua) -- China on Sunday started to extend a memorial wall to engrave more names of those massacred by Japanese aggressors more than 70 years ago in Nanjing.After extension, the "wailing wall", a part of the Memorial Hall of the Victims in Nanjing Massacre by Japanese Invaders, will have 10,324 names on it, curator Zhu Chengshan said.The wall was engraved with 3,000 names when it was first built in 1995, and the list was expanded to more than 8,600 names in 2007 when the memorial reopened after a major repair and extension to mark the 70th anniversary of the massacre.The original wall was 43 meters long and 3.5 meters high. The extension will lengthen the wall by 26.5 meters, with 1,655 more names added to it, according to Zhu.Nanjing Massacre happened during World War II after Japanese troops occupied Nanjing, then capital of China, on Dec. 13, 1937. More than 300,000 Chinese were killed in the month-long atrocity.To collect the names of the victims is an important but tough job in the research of the massacre, as it is hard to seek witnesses and related documents decades after the holocaust, said Zhu.

  

BEIJING, Nov. 27 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday discussed the latest situation on the Korean Peninsula in phone calls with Russian counterpart Sergei Lavrov and Japanese foreign minister Seiji Maehara.The discussions follow an artillery exchange between South Korea and the Democratic People's Republic of Korea (DPRK) in waters off the west coast of the divided peninsula on Tuesday.During the conversations, Yang said safeguarding peace and stability on the Korean Peninsula served the common interests of concerned parties.Those parties should call on the DPRK and South Korea to exercise calmness and restraint and hold dialogue and make contacts, and not to take actions that would escalate the conflict, he said.He said all parties should work together to help cool the situation as soon as possible and effectively ensure no repeat of such conflict.Meanwhile, the Chinese minister expressed the hope that concerned parties would take a reasonable and pragmatic approach to actively create favorable conditions for resuming the six-party talks.The parties should also commit themselves to establish related mechanisms at an early date to eliminate various factors threatening peace and stability on the Korean Peninsula and in the whole region.Lavrov said Russia agreed with China on the latest situation and was ready to keep close contact with China to help defuse the tensions on the peninsula and create conditions for a restart of the six-party talks.Maehara said that Japan is willing to work together with China to jointly safeguard peace and stability on the Korean Peninsula and push forward the denuclearization process of the Peninsula.During Tuesday's incident, shells landed on South Korea's Yeonpyeong Island near the contentious sea border called Northern Limit Line (NLL). The clash left four South Koreans dead, while damages to the DPRK have yet to be verified.
