SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. However, upon arrival at the shelter, they quickly realized this tortoise was much larger.If you believe the tortoise is yours, you can go to the shelter during regular business hours. SAN DIEGO (KGTV) - Amid fears of post-election unrest, parishioners at San Diego's oldest church are meeting the possibility of violence with prayer.It's the morning of the election and Peggy Stolberg is hoping to cast a vote for peace — through prayer."It always seems like prayers are the answers to many things," said Stolberg.Stolberg spent part of her morning in the sanctuary of the Mission San Diego de Alcala, her church for the last 35 years."I pray for the unity of our country. I'm also here to pray for non-violent situations after the results come out," said Stolberg.Peggy is one of many — a few at a time — expected to show up by the end of the day, says Father Bill Springer."A little bit of anxiety," said Father Springer.Father Springer believes this was the first-ever all-day prayer vigil for election peace in the history of the 251-year-old mission."We just felt there was a threat of violence around the election, because of the divisiveness of our society and previous violence in the streets," said Father Springer.Father Springer says to combat that, he's calling upon the power of prayer."Aside from the efficacy of the prayer itself, it also alerts people and puts on their mind that this is something people should be concerned about ... and spread to their neighbors and others that they should have a spirit of peacefulness and spirit of respect for others," said Father Springer. 1419

SAN DIEGO (KGTV) - A San Diego veteran took to his camera to escape mental anguish, amplified by the pandemic, and hopes his art sparks happiness in others."I'm looking for beauty, I'm looking for relaxation, things that just bring out positivity," said Brian McClean, who found his love of photography in Alaska while serving in the U.S. Coast Guard."The scenery there is just beautiful, I mean you have wildlife, you have mountains," he said, adding that the foliage was incredible too.Everything around him was an escape. McClean grew up in the heart of Philadelphia and saw the USCG as a ticket to travel. "I was told about it by a State Trooper... I did some research on my own, I was gone within a couple weeks. I thought it looked like a great deal," said McClean.He said it gave him an opportunity to grow.He served for 12 years. During his service, he laid a wreath at the Miramar National Cemetery and was a flag bearer at a 2006 wreath-laying at the Tomb of the Unknown Soldier with President George W. Bush. As he transitioned back to civilian life, he took his photography hobby and made it his dream job, a job that was just the right prescription. "[Photography] helps me to focus and have one thing to look at at a time and block out the rest of the world when I'm doing that. Just doing that more often and more often you just kind of realize I'm feeling better, hey the anxiety I thought I've had has gone away all of the sudden," says McClean.McClean developed anxiety from the years in fight or flight in the military. He lost his mom to lung cancer, while serving. He was only 20-years-old.The battle with stress and anxiety became more difficult with the pandemic. McClean said he gets most of his work noticed by networking in person.He launched his photography business in 2017 and had a hard time getting off the ground."To stand out in any kind of capacity is a blessing to me no matter how I've done it," he said.With persistence, he broke through, featured on the 2019-2020 OB Local and set to be on the cover again next year.When people see his work, he hopes they see a big heart."I want them to see someone who does care who does have empathy who does want people to feel good, feel good about themselves, feel good about life, to just feel like there's a purpose," he said.A purpose to do good. SAN DIEGO (KGTV) — A suspected DUI driver overturned his car while speeding in the East Village, sending a passenger flying from the vehicle and facing life-threatening injuries.A 23-year-old man was driving a 2004 Toyota Prius "at a high rate of speed" eastbound on Market St. just before midnight Friday, according to San Diego Police. As he turned left to continue northbound on 7th Ave., he struck the curb and his Toyota overturned.A 24-year-old man sitting in the passenger's seat was ejected from the vehicle and suffered life-threatening injuries, including a crushed pelvis and internal bleeding. They were in critical condition Saturday morning, according to police.The driver suffered a laceration to his forehead, police said.Police believe alcohol was a factor in the crash. 795
