SAN DIEGO (KGTV) - Supporters of labor unions rallied across the country on Saturday ahead of a Supreme Court case that could effect how unions collect agency fees. One was held in downtown San Diego outside the California Democratic Convention, where hundreds of union supporters gathered for the “Working People’s Day of Action” event. Demonstrators were supporting the union AFSCME, which is engaged in a court battle that has made its way to the Supreme Court. In Janus v. AFSCME, the Supreme Court will decide whether it is legal for unions, which often donate to political causes, to compel members to agency fees. Those fees are collected by unions from employees who have opted not to join the union but still benefit from collective bargaining. The plaintiff, Mark Janus, has argued it violates his first amendment rights to pay fees to an organization that he disagrees with politically. A ruling in his favor could have wide-reaching effects on public sector labor unions around the country, argues famed labor organizer, Dolores Huerta. “That is going to be very devastating to our unions here in California,” said Huerta, if the court sides with Janus. 1213

SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) — The CDC is making plans to distribute millions of doses of a coronavirus vaccine by late next month, but government officials have gotten these predictions wrong in the past.Doctors and scientists say there are reasons to be skeptical of the timelines laid out by Operation Warp Speed based on the lessons of 2009 and 1976.During the height of the H1N1 Pandemic in 2009, San Diegans waited in long lines to get vaccinated only to find there were not many doses to go around.The CDC initially projected there would be 120 million doses of vaccine ready by October 2009. Then federal officials scaled back the projection to 45 million.By the end of October, only 23 million doses would become available due to delays in the manufacturing process.“The lesson of H1N1 is that you may make all the plans on paper, but the actual nuts and bolts of rolling it out is really challenging and not to be underestimated,” said Dr. Peter Chin-Hong, an infectious disease specialist at UC San Francisco.Manufacturers had trouble growing the H1N1 vaccine in chicken eggs, the most common method for producing flu vaccines. There were also issues with testing the vaccine’s potency and problems switching production lines from the seasonal flu vaccine to the H1N1 strain, according to an after-action report by the Department of Health and Human Services.A lot goes into making a vaccine, said Dr. Rahul Gupta of March of Dimes.“It's not just the vaccine but also the syringes, and the needles, and the stoppers, and the alcohol pads,” he said. “There are so many other things that go along when we talk about a vaccine.”By the time the vaccine was widely available, the pandemic had petered out.Experts say there are also some parallels to what happened in 1976.During the height of an election cycle, President Gerald Ford fast-tracked a vaccine after some soldiers on a military base in New Jersey got sick with a strain of H1N1, then called Swine Flu, that was genetically similar to the strain that killed millions in 1918.“Some scientists were telling Gerald Ford that this was going to be as bad as Spanish Flu,” said Dr. Chin-Hong.The U.S. launched a huge media campaign, urging Americans to get vaccinated.President Ford rolled up his sleeve and got the vaccine, along with one-quarter with the U.S. population, beginning in October of 1976.However, the viral strain they were worried about never spread beyond the military base, and there were rare side effects linked to the vaccine. Of the 45 million people inoculated, about 450 people developed Guillain–Barré syndrome and about 30 people died.One month after the vaccinations began, Ford lost the election and the episode became known as the “Swine Flu Affair.”Experts say it’s normal to have adverse reactions and production delays on the road to a vaccine.“We have to understand that’s a process. And we learn as we go along. SAN DIEGO (KGTV) — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday and the mother and daughter who died have been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner. The mother and daughter were identified by a relative as Aileen and Aryana Pizarro. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.RELATED: 12-year-old among victims in fiery wrong-way crash on I-805The two vehicles collided and exploded into flames, witnesses told 10News, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The mother and daughter in the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get three hours of physical activity every day. Kids 6-17 need at least one hour.Doctors, however, still urge caution."Playgrounds are gold mines for transmissions for other diseases," says Dr. Christian Ramers, an Infectious Disease Specialist at Family Health Centers of San Diego."Kids get runny noses. There's a lot of touching there. Kids are touching everything with their hands. If an infant or child requires attention (nursing, diapering) that precludes an adult from actively supervising other children using the playground, the adult should ask the other children to leave the play structure/area and stay by the adult's side until needed care is complete.2. People standing outside the playground, including people waiting to enter the playground, should remain 6 feet away from areas of the playground used by children and adults.3. Maintain six-foot distancing between children and adults from different households including children using or waiting to use play structures or play areas, and families waiting to enter the playground.4. Increase cleaning of frequently touched surfaces, daily as practicable.5. To the extent feasible, provide handwashing stations or sanitizer to facilitate hand hygiene, especially during times of heavy usage. Use a hand sanitizer containing (60% ethanol or 70% isopropanol). Never use hand sanitizers with methanol due to its high toxicity to both children and adults.6. Post the maximum number of children allowed at the entrance of each playground.a. Determine and post the maximum occupancy of each play structure, (e.g., climbing structures, slides, swings, spinning structures, and sand areas) with 6 foot vertical and horizontal distancing.b. Determine and post the maximum occupancy for supervising adults to ensure that each adult can maintain six feet of distance from other adults and children.c. Provide directions on how to wait in line when maximum playground occupancy has been reached.7. Mark playgrounds to help children and adults maintain 6 foot distancing.a. Mark spaces for families to stand while waiting to enter the playground. The spaces should be far enough apart to allow 6 feet of distance between households.b. For play structures or play areas that can hold more than one child while allowing 6 foot distancing:i. Post the maximum number of children allowed on each structure/in each area to allow 6 foot distancing vertically and horizontally.ii. For play structures or areas that can hold more than 1 child, consider marking with tape or other visual indicators to help children assess whether they are 6 feet apart.c. Mark designated spaces 6 feet apart for children to stand while waiting to use a play structure/area.Additional ConsiderationsIf there is a pre-scheduled activity that will access the playground, the playground must be closed to the broader public during that time.Child care programs, schools, out-of-school time programs and other programs for children and youth where children must remain in cohorts may not use playgrounds during times when they are open to the public. However, if the playground operator permits, the childcare, school or other program may reserve a time for the exclusive use of the playground by the program. While on the playground, cohorts should maintain separation and avoid mixing. 7063
