Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Four Toledo, Ohio, teenagers who pleaded guilty to killing a man when they dropped a sandbag from a highway overpass have been ordered to a youth treatment facility, a court official said."The youth treatment center is a lockdown facility in Toledo. The program runs six months, but there is no set time to release. The average youth spends eight months there," Lori Olender, juvenile division deputy chief for the Lucas County Prosecutor's Office, said in an email.Besides being ordered to the youth treatment facility, the teenagers were given four-year suspended sentences, placed on probation and ordered to perform 30 hours of community service, Olender said.One was charged with murder and felonious assault and three were charged with involuntary manslaughter and vehicular vandalism, she said. All four pleaded guilty.The youths were charged after a sandbag dropped from an interstate overpass crashed through the window of a vehicle below and hit Marquise Byrd, 22, on December 19, 2017.
