SAN DIEGO (KGTV) -- The National Weather Service warned of minor coastal flooding ahead of a King Tide set to hit the San Diego County coastline Monday and Tuesday.The event forced the agency to issue a beach hazards statement from Sunday night through Tuesday evening.Surf will begin to build late Sunday, peaking Monday and Tuesday. By Tuesday night, the surf is expected to diminish, the agency said.High tides Monday will be 6.9 feet at 8 a.m. High tide on Tuesday will be 6.8 feet at 8:40 a.m.The agency warned that the King Tides will create water run-up into some beach parking lots and other low-lying areas.Beaches most prone to flooding include Sunset, Seal, Newport, Oceanside, Cardiff, La Jolla Shores and Imperial Beach.Elevated surf will also create strong rip currents and dangerous swimming conditions, the National Weather Service says. 861

SAN DIEGO (KGTV) -- The Carte Hotel in the heart of Little Italy is not nearly as full as it could be.It had been open just a few months before the pandemic hit, "We had a great start until March and the virus started showing up," said general manager Henri Birmele.Like many other hotels in California, The Carte is only allowed to book rooms for essential workers.But staff is preparing for when the Governor says they can fully reopen. "We have sanitizers on every floor, every piece of equipment that's available we have throughout the building to take care of team members and hotel guests," Birmele said Common areas will be sanitized every hour, the restaurant and rooftop bar will be spaced out to make it easier to social distance, valet service won't be available, there will be at least 12 hours and a deep clean between when one person checks out and another checks in and room service will leave orders at the door instead of bringing them in. The Carte is hoping to ease people back into hotels by encouraging "staycations" and planning to offer locals discounts and deals. "How people react, I don't know. I think time will tell. Kaitlyn Birchman was supposed to have a preliminary hearing Thursday morning, but she’d already pleaded guilty to forgery of a financial institute. She is set for sentencing on April 3. SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck.
