SAN DIEGO (KGTV) -- An 86-year-old man was killed crossing the street in Mira Mesa Thursday night, police say. According to San Diego Police, the crash occurred on Mira Mesa Boulevard and Aderman Avenue just before 7 p.m. Thursday. Police say the man was using a crosswalk against a red light when he was struck by a 52-year-old woman driving a 2009 Lexus sedan. The man died at the scene and the driver, who police say stayed at the scene, was uninjured. Drugs or alcohol aren’t suspected in the crash. 512

SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) - Amid fears of post-election unrest, parishioners at San Diego's oldest church are meeting the possibility of violence with prayer.It's the morning of the election and Peggy Stolberg is hoping to cast a vote for peace — through prayer."It always seems like prayers are the answers to many things," said Stolberg.Stolberg spent part of her morning in the sanctuary of the Mission San Diego de Alcala, her church for the last 35 years."I pray for the unity of our country. I'm also here to pray for non-violent situations after the results come out," said Stolberg.Peggy is one of many — a few at a time — expected to show up by the end of the day, says Father Bill Springer."A little bit of anxiety," said Father Springer.Father Springer believes this was the first-ever all-day prayer vigil for election peace in the history of the 251-year-old mission."We just felt there was a threat of violence around the election, because of the divisiveness of our society and previous violence in the streets," said Father Springer.Father Springer says to combat that, he's calling upon the power of prayer."Aside from the efficacy of the prayer itself, it also alerts people and puts on their mind that this is something people should be concerned about ... and spread to their neighbors and others that they should have a spirit of peacefulness and spirit of respect for others," said Father Springer. 1419

SAN DIEGO (KGTV) -- A water contact closure was extended Sunday to include the Silver Strand due to flows from the Tijuana River. According to the county, a water contact closure was issued Saturday for Imperial Beach. The closure was extended north to include the Silver Strand. “Sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary as a result of recent rainfall,” the Department of Environmental Health said.
