SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. She also points out that the plan has been endorsed by the San Diego Taxpayers Association.Despite those reassurances, many residents within the district, which is the county's third largest and encompasses the city of Poway and large portions of Inland Northern San Diego, have expressed concern, saying they will not vote for Measure P. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned. SAN DIEGO (KGTV) — The Martin Luther King Jr. Community Choir San Diego has filled the community with music, funded dreams, and kept African American history alive for three decades.The group started with a local alliance of ministers from different denominations who came together for an annual concert to raise funds for students aspiring to a career in visual and performing arts, according to the choir director Kenneth Anderson."I think they are woefully undervalued in our country the power of art and how it can connect and communicate and bring people together when we're so driven apart," 20-year choir member Dale Fleming said.In 1990, the singers decided to created the MLK Community Choir so they could sing year-round.Andersen said, "It was non-audition but somehow all of these different timbres and levels of musicianship come together to make a beautiful sound."The religious tone of the group has changed over the years. "Some don't really believe at all but we all believe in the power of music," Fleming said.They still sing gospel, and write their own hymns to keep Black history alive."A majority of the spirituals that survived were code songs. When they sang about leaders in the bible, especially Moses, but Jesus and God, that was code for Harriet Tubman," Anderson explained.The group has flourished, touring through seven countries, creating and selling CDs, even singing for Pope John Paul II at the Vatican in 2004.
