SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027
SAN DIEGO (KGTV) -- The Ocean Beach Pier reopened Friday morning after unusually strong storms wreaked havoc on the landmark in January, according to the city. The pier's opening comes just in time for the typically busy Memorial Day Weekend. The pier was closed to the public in January after strong storms caused damage to more than 2,200 feet of guard rail, electric, water and sewer lines. The Ocean Beach pier is the second longest on the West Coast at 1,970 feet. It’s also the longest concrete pier in the world. SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) -- This is the time of year that retailers usually announce how many workers they'll be hiring for the holiday season, but that's been slow to happen in 2020, according to a new report.Outplacement firm Challenger, Gray and Christmas released a list of about 35 major chains and delivery services, with only seven reporting how many they plan to hire. It says big box chains such as Macy's, Target and Kohl's have still not made their plans public. Firm CEO John Challenger said companies normally start announcing hiring plans after Labor Day. "They're deferring those announcements because they just don't know where they stand," he said. Challenger said retail spending is shifting more dramatically online, given the pandemic. He said that will create a new demand for jobs through distributions centers as opposed to retail stores. The report notes that Amazon has been hiring new people throughout the pandemic, which could explain why the online retail giant only plans to add 100,000 jobs this holiday season, down from the 200,000 it added last year. The report says UPS plans to hire 100,000, up for 95,000 last year; while FedEx will add 70,000, up from 55,000 in 20`19. Challenger said he still expects retail hiring to increase over the holidays because this is their biggest time of year. He said, however, that the jobs may be different in store - from temperature takers to curbside delivery people. Challenger said the competition will be quite keen amid double digit employment, with information potentially limited. "You need to be out there right now looking to get these jobs, talking with retailers, letting them know you're interested, because they'll make their hiring and then it will be more, catch as catch can," Challenger said. The uncertainty has also extended to Main Street. Luisa Jackson, a co-owner of Earth's Elements, a gift and beauty boutique with locations in Little Italy and Carlsbad, said normally this time of year is about planning for the holidays. In 2020, it's about surviving amid a global pandemic. "It's just a lot of uncertainty and we also don't know about how COVID is going to impact the fall," said Jackson, who noted the chain does have three jobs currently open, and plans to staff up more for the holidays.
