SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901

SAN DIEGO (CNS) - Three newly activated teams of chaplains certified as handlers of specially trained service dogs will offer added emotional support services to the employees of the San Diego Fire-Rescue Department, the agency announced Tuesday."We are excited to introduce our three canines," San Diego Fire Chief Colin Stowell said. "They are highly trained and available to our employees for emotional support in dealing with traumatic or emotionally challenging incidents. ... Using canines has proven successful in so many other areas, and we know these dogs will fit right in with our fire family."The SDFRD Crisis Response Canine program will be administered by chaplains Debi Arnold, Dan Guarrero and Betsy Salzman, making use of the skills of their dogs, Ty, Bodie and Genoa.Ty is a 6-year-old mini goldendoodle owned, trained and handled by Arnold, who bought him when he was 12 weeks old. They have two years' experience with a local trauma intervention program.Bodie, a 2-year-old Labrador retriever, was trained and placed by Next Step Service Dogs, which prepares canines for active-duty military personnel, veterans and first responders who have post-traumatic stress disorder and/or traumatic brain injury, SDFRD spokeswoman Monica Munoz said.The total cost for Bodie and his training was about ,000. Guarrero is responsible for the dog's ongoing costs, such as food and veterinary bills, with support from the San Diego Fire Rescue Foundation.Genoa is a 2-year-old Labrador retriever who lives with and is handled by Salzman. They have visited a variety of SDFRD facilities and supported personnel at emergency incidents. Salzman is responsible for Genoa's ongoing costs, with support from the firefighters' foundation.Bodie, Genoa and Ty are certified through Next Step Service Dogs, an Assistance Dogs International accredited organization. The chaplains and their canines have completed more than 120 hours of training, and they will continue to receive instruction through NSSD, Munoz said.The SDFRD's chaplaincy program is made up of 17 volunteer religious leaders from a variety of faiths. SAN DIEGO (KGTV) — A cruise ship passenger and three crew members who arrived in San Diego on Monday have since tested positive for the novel coronavirus.County spokesperson José álvarez confirmed a passenger on the Celebrity Eclipse, which arrived in San Diego Monday, has tested positive for COVID-19. Tuesday afternoon, county health officials revealed that 3 crew members, who had been self-isolating, also tested positive. County health officials said they were notified before the ship came in that one passenger had a heart ailment and "possible" pneumonia. The passenger was taken to a hospital Monday and later tested positive for COVID-19.RELATED: San Diego issues health orders on cruise ships amid COVID-19Deborah Filgate and her husband were among the 2,500 passengers on board that cruise. "We've been told all the way through that we were absolutely fine, no one sick at all, so it's a bit strange," said Filgate. "We were very relieved to leave the ship, but thinking about what that might have represented to the people you came in contat with, it's not such a great feeling now," said Filgate.A letter from Celebrity Cruises was sent to passengers reading, "because you were a passenger on this same voyage, it is possible you were exposed to someone who was sick with COVID-19."The letter goes on to direct passengers to complete a 14-day isolation. The passenger is not a San Diego County resident. The passenger is in the hospital in serious condition."There is no change in the plan of disembarking the remaining passengers today," álvarez said regarding the ship. SAN DIEGO (KGTV) -- A female sea lion Monday wandered onto the streets of Point Loma, prompting spectators to gather and springing a rescue team into action.According to a passerby, the sea lion was spotted in the middle of Garrison Street around 4 p.m.According to crews, the sea lion would’ve had to cross Rosecrans Street to get to Garrison. Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). The quake had a depth of about 5.4 miles.USGS later lowered the preliminary shake-up to 6.4.RELATED: Why didn't San Diego get an alert after July 4's earthquake?Ridgecrest city officials say 87 aftershocks have been recorded following the quake. Several more aftershocks are expected in the next couple of days, according to USGS seismologist Dr. Lucy Jones.Before the earthquake, USGS also recorded two earthquakes measuring 4.0 and 2.2 in San Bernardino County.Here in San Diego, numerous locals, from downtown San Diego up to Oceanside, reported to 10News that they felt the quake. The San Diego County Fair halted rides Thursday for safety inspections after the earthquake, before reopening.
