They signed a Memorandum of Understanding between their organizations to work together on "Smart City" technologies such as unmanned aircraft systems (UAS), smart streetlights, renewable energy, and the City's "Get it Done" app. Last year the City of San Diego was selected for a pilot program by the U.S. Department of Transportation to advance the testing of UAS, more commonly referred to as drones. They're already being used by police and fire in Chula Vista. "We will share our experiences, we'll share as we discover uses for data together, and share how advanced technology can benefit the people that we both serve," said Mayor Faulconer. SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417

  

SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in custody after reportedly breaking down a fence and walking into someone’s home Tuesday afternoon. Police were called to the 2900 block of Hornet Way around 3:30 p.m. Tuesday afternoon after receiving a call from someone saying a man, later identified as Buddie Thomas Nichols, 40, had entered his home through a rear door. According to police, the man broke down a fence and walked into the home through an open back door. Two of the residents were upstairs while their 9-year-old daughter was asleep downstairs, according to police. Police say one of the residents came downstairs when he heard commotion and confronted Nichols, punching him twice in the face and rendering him unconscious. Police say the suspect woke up and ran out of the house displaying bizarre behavior after the resident kicked him. Witnesses told police they believed the man was on drugs. When police arrived and tried to take the Nichols into custody, officers say he resisted, forcing them to use physical force to get him into handcuffs. After paramedics arrived, police say Nichols became unresponsive and later died after being taken to the hospital. 1215

  

SAN DIEGO (KGTV) - San Diego County Crime Stoppers and police investigators announced Tuesday a reward to find a woman suspected of identity theft and using fraudulent credit cards at Walmart. The woman opened two separate credit card accounts at the Murphy Canyon and Grossmont Center stores Dec. 18, according to the San Diego Police Department’s Economic Crimes Unit. The woman bought ,500 worth of items at each store. Police said the woman also tried to open fraudulent credit accounts at a Marshalls and Target store in Kearny Mesa, but was unsuccessful. The woman later went to a Chase Bank and took nearly ,000 in cash from the bank account of a victim whose identity she stole, police said. The victim’s credit monitoring service notified her of the fraudulent activity. Investigators believe the suspect is using a fake identification card using the victim’s basic information. The victim doesn’t know how the woman obtained her personal data, police said. The suspect, who is white and in her mid 20s to late 30s, was wearing a dark-colored wig while at the bank. She also wore glasses with dark-colored frames. Anyone with information about the woman is asked to call Crime Stoppers at 888-580-8477. 1223
