SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer--  a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives? Koesterer believes perhaps it was divine intervention. 2319

SAN DIEGO (KGTV) — The four executive orders the president signed Saturday aimed at helping both working and unemployed Americans during the ongoing pandemic is not the most efficient way to help the nation, according to a local expert.Dr. Alan Gin, University of San Diego Professor of Economics at the Economics Research Center, said the national issue needs a national relief package, instead of an order that pulls from multiple pools, like the CARES Act and other emergency funds. Unfortunately, Congress is deadlocked in an ideals crisis.Dr. Gin said this order could delay funds for unemployed Americans because it complicates the process.News that frustrates people like Cindy Griffith who has been trying to get her benefits for five months.Griffith, a new mom to 17-month old Wilder, was laid off in March with her husband. They both worked in restaurants. "It's been a nightmare," she said. "I spent every day stressing about EDD, calling EDD." The judge ruled her paperwork was in order and she deserved her unemployment checks. That was three weeks ago and she hasn't seen a dime.Thankfully her husband's unemployment funds came through and supported them until they Solterra Winery and Kitchen hired them.When she heard about the president's Executive Order she didn't have much faith. "Spending five months fighting for my money, yeah it's great that that money will continue on if I do lose my job, yeah 0 a week will help, but I don't know if I'll see that money either so I'm just hoping my restaurant stays open."Twenty-five percent of the 0 a week for unemployed Americans is supposed to come from the state. In California, Dr. Gin says that's money we don't have, "tax revenues are down considerably with economic activity reduced, both the income tax and the sales tax." Dr. Gin added California has to have a balanced budget each year by law, but the federal government can borrow."Traditional macroeconomic theory says that should have a negative impact, whether on inflation or higher interest rates so far we haven't had either one," Dr. Gin said it could happen further down the road.The president if he is re-elected he would cut the payroll tax that funds the dwindling Social Security fund and Medicare.Dr. Gin said that is something Democrats and Republicans have been against, and "there's a question of whether or not the president can do that without congressional authorization."All of this affecting little Wilder's future, his parents still waiting and hoping for some financial relief."It wasn't until I got into my restaurant and could walk with cash every night you know? Besides that I'm just waiting so I'm still months behind. Yeah I'm just really lucky I was able to go back to work," Griffith said.She gave this advice to anyone suffering the same struggle she's facing, '"stay strong, hang in there and keep fighting for the money you deserve." 3147

SAN DIEGO (KGTV) — The county Medical Examiner has identified the second teenager killed after a car lost control on a Mission Valley freeway and crashed before bursting into flames last weekend.David Chavez, 15, was killed by blunt force trauma, thermal cause, and smoke inhalation according to the ME in the tragic crash on Jan. 18.Police say a car was speeding at about 3 a.m. on the westbound Interstate 8 ramp to southbound State Route 163 when the driver lost control and hit a guardrail, sending the car down an embankment where it a tree and caught fire.RELATED:Community helping family of teen killed in Mission Valley crashAt least 2 dead in fiery freeway crash in Mission ValleyAnother 15-year-old, identified as Gustavo Beltran, was also killed in the crash.The driver, a 17-year-old, was arrested by CHP on suspicion of DUI. SAN DIEGO (KGTV) -- The Navy confirmed Thursday that the suspected Golden State Killer attended and graduated basic training at the Naval Training Center in San Diego.Officials say Joseph DeAngelo, 72, graduated from the training center after attending from October to December of 1964.DeAngelo also served aboard the Boston-class guided-missile cruiser USS Canberra (pictured below) during the Vietnam War.The Naval Training Center closed in 1997 and is now known as Liberty Station. The San Diego's District Attorney is also reexamining cold cases in San Diego that may have links to DeAngelo. TIMELINE: Major events in Golden State killer caseNew information Thursday also helps paint the picture of how authorities were able to catch the man accused of killing at least 12 people and raping at least 45 women.Prosecutors say authorities used genealogical sites to find a DNA match for DeAngelo, according to the Associated Press.Investigators compared the DNA collected from a crime scene of the Golden State killer to online genetic profiles and found a match: A relative of DeAngelo. Investigators didn't go into further detail such as which company they went through. DeAngelo is accused of committing the murders, rapes and more than 120 burglaries in the decade spanning between 1976 and 1986.RELATED: Suspect identified, arrested in East Area Rapist/Golden State Killer caseMost of the crimes happened near Sacramento and in the Bay Area.The Associated Press contributed to this report. 1544

  

SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047
