SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan.  1486

SAN DIEGO (KGTV) -- Eight new cases of hepatitis A were reported throughout the county over the last week, according to the San Diego County Health Department. In total, 544 cases of hepatitis A have been reported throughout San Diego County. The new numbers come after the Board of Supervisors Monday extended the state of emergency amid the hep A outbreak.  RELATED: Board of Supervisors extends state of emergency for hepatitis A outbreakSince the outbreak began, 20 people have died from the infection. SAN DIEGO (KGTV) — For the fourth consecutive year, the USS Champion has won a contest held between ships at Naval Base San Diego over which crew could put together the best decorations."It's just a great opportunity for the crew to really come together, enjoy some time not focusing on the day to day, but to really express themselves," said the ship's commanding officer, Lt. Commander Matthew Yokeley.The Champion, an Avenger-Class Minesweeper, was covered in decorations. Lights, bows, and bells lined the railings and were struck all the way to the top of the mast. Giant inflatables were mounted on the deck, along with a Christmas tree. The lights were synchronized to flash with a holiday music show.This is a big deal for us. Christmas lights are pretty competitive," said Petty Officer Pierce Cloninger. "We like to win. They don't call us Champion for nothing." 880

SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932

SAN DIEGO (KGTV) — Five of California's 10 largest fires ever are still burning.The largest of the state's wildfires, the August Complex fire, is now California's largest wildfire on record, burning 471,185 acres since Aug. 17.
