ALPINE, Calif. (CNS) - San Diego County officials opened an erosion control center in Alpine Thursday to help businesses and homeowners prevent debris flows in the areas burned by the Valley Fire. The center at 2914 Tavern Road will offer free sandbags, fiber rolls and other items to help residents stabilize properties before rains arrive and potentially trigger mudslides and debris flows, county officials said.Starting Thursday, the center will be open to business and property owners from 8 a.m. to 4 p.m. daily Monday through Saturday, and from 9 a.m. to 2 p.m. on Sundays. Appointments are not required this weekend, but will be required starting on Monday.Residents and business owners can schedule an appointment to pick up erosion control materials by calling the county's stormwater hotline at 888-846-0800.Staff will be available to advise on how to protect properties, homes, garages, sheds and other structures. Staff can also visually inspect properties and offer information on best practices to protect structures. As of Wednesday morning, the Valley Fire remained at 17,665 acres and was 90% contained, according to a Cleveland National Forest incident page. The conflagration, which broke out early on the afternoon of Sept. 5 off Spirit Trail and Carveacre Road in Japatul Valley, ultimately destroyed 30 residences and 31 outbuildings, damaged 11 other structures and left three firefighters injured, according to Cal Fire.Jamul resident Jim Grigsby told ABC 10News, “The fire burned down three of my neighbors' houses. And I’m looking out through my window now and it’s kind of sad ... We’ve been through three fires out here, and this is the first time it got this close so we had to get all of this stuff out.”On Thursday, Grigsby went to the erosion center to pick up “fiber coils or swaddle to divert water and use them to fil up the sandbags and build a retaining wall to the gullies on the property." 1934

ALPINE, Calif. (KGTV) - An Alpine family woke up to panicked horses and a disturbing sight near their house: the remnants of burned sky lantern."Noticed the horses were panicking and running back and forth in their pens," said Lucy Olivier.Along Japatul Valley Road, Olivier and her husband woke up Saturday morning to terrified horses, bathed in sweat. One of them had injured his leg. The source of the horses' fear was just feet away: the burned-out remnants of a sky lantern. Banned in California, the small hot air balloons use candles to spark their flight. In the one Olivier discovered, there were birthday candles sitting on popsicle sticks, attached to straws and a large garbage bag. It landed near dry brush not far from the main house, an ominous sight in an area prone to wildfires."We were infuriated. Thank God it didn't start a fire, but it could have," said Olivier. In San Carlos, another anxious, but grateful family reported discovering a similar device and some burn marks on their roof on New Year's Day. It's the second time they have discovered a sky lantern on their property since Thanksgiving. Some 30 states have now banned sky lanterns, the suspected cause of wildfires from Utah to Washington to South Carolina. In Germany, police believe the device caused a fire at a zoo on New Year's Eve that killed more than 30 animals. It is the type of tragedy Olivier fears could be one lantern flight away, somewhere in San Diego County."You never know where it's going to land or what kind of damage it could cause," said Olivier.Olivier says her injured horse should be okay.In Germany, a mother and her two daughters are being investigated for possible charges of negligent arson in the zoo fire. 1728

Alberto was downgraded to a subtropical depression Monday night, after drenching the Southeast with rain and killing at least two people.Despite weakening to a depression, the threat from Alberto remained from possible flooding and heavy rains. Storm watches and warnings were discontinued for coastal regions, but those inland remained in effect. Alberto will continue its course north bringing heavy rain to Alabama through the Tennessee Valley on Tuesday. On Monday, two people -- a news anchor Mike McCormick and photojournalist Aaron Smeltzer, of Greenville, South Carolina-based CNN affiliate WYFF -- were killed in Polk County, North Carolina. A tree fell on their SUV as they covered the hazardous weather, the station said."Two journalists working to keep the public informed about this storm have tragically lost their lives, and we mourn with their families, friends and colleagues," North Carolina Gov. Roy Cooper said in a statement. "North Carolina needs to take Alberto seriously.""I urge everyone to keep a close eye on forecasts, warnings and road conditions, especially in western North Carolina where even heavier rain is predicted through tomorrow [Tuesday]."The storm is threatening the Southeast with heavy rain, as it moves north at 12 mph.Alberto made landfall as a subtropical storm in the Florida Panhandle on Monday afternoon, reaching maximum sustained winds of 45 mph as it arrived in Laguna Beach, Florida, according to the National Hurricane Center. It left 6,540 customers in Florida without power, according to the Florida Division of Emergency Management.Where Alberto is headedThe system is forecast to move across Alabama overnight and into the Tennessee Valley on Tuesday, then into the Ohio Valley and Great Lakes region on Wednesday and Thursday, according to the National Hurricane Center.Three states likely to bear the brunt of the storm, Florida, Mississippi and Alabama had declared emergencies ahead of Alberto.Alberto could still bring isolated rain totals up to 12 inches in areas of the Florida Panhandle and Alabama, the NHC said. This could cause flooding and flash flooding, it stated.About 2 to 6 inches of rain are expected from Alabama to the western Great Lakes and from northern Florida to the mid Atlantic coast through Wednesday, it stated. The National Hurricane Center also said that swells, which could cause life-threatening surf and rip current condition, could affect the eastern and northern Gulf Coast through Tuesday.The-CNN-Wire 2501

American Airlines announced they will furlough or layoff about 19,000 employees in October, as they struggle with lower passenger rates during the coronavirus pandemic. Flight attendants will bear the heaviest cuts, with 8,100 losing their jobs. The airline originally warned that 25,000 flight attendants, pilots and frontline workers could be at risk of furloughs. Tuesday’s announcement comes after about 23,000 employees took early retirement or voluntary leave, according to the Dallas Morning News. The furloughs come a week after American announced they would be cutting service to 15 markets “as a result of low demand and the expiration of the air service requirements associated with the Coronavirus Aid, Relief and Economic Security (CARES) Act.”U.S. air travel has recovered slightly since April but remains down 70% from a year ago, and carriers say they need fewer workers. In March, passenger airlines got billion from the government to save jobs for six months, but that money and a ban on furloughs both expire Oct. 1. 1044

According to multiple media reports, an anonymous person paid off nearly ,000 worth of layaway items at a Walmart in Bristol, Tennessee.According to WJHL, a Good Samaritan donated ,995 on Monday, which was enough to cover the store's entire balance of the layaway items.WCBY reported that the person made the payment "in Christ's name."Walmart told WVLT that the donor "wanted to affect as many people as possible positively." 440
