BEIJING, Dec. 19 (Xinhua) -- Taxi driver Qu waited patiently in the December night chill as a gas station boy changed the price tag, which indicated China's unified fuel price cut effective early Friday morning.     The country slashed the benchmark prices for fuel from 6.37 yuan (0.93 U.S. dollar) per litre to 5.46 yuan starting Friday morning, which was earlier than the long-awaited government scheme on fuel taxation and pricing slated for Jan. 1 next year.     "The price cut of 0.91 yuan per litre means a monthly saving of900 yuan for a taxi driver," said Qu, waiting in Thursday's midnight dark for the clock to turn zero.     The government distributed the news of the price cut via all major media and short messages to cell phone users on Thursday evening.     Nevertheless, there was no queuing-up at the gas station in the early morning hour. The station boy said long queues appeared in previous price rises this year.     The National Development and Reform Commission (NDRC) made it clear Thursday that domestic fuel prices would remain unchanged on Jan. 1, 2009, when the fuel tax is expected to kick in.     This round of price cut was China's revamp of its oil pricing system to let it pegged with the global market.     "The pricing would reflect the global market supply of oil resources and let the market play a fundamental role," said Zhao Jiarong, an official with the NDRC.     "The latest cut would narrow the gap between wholesale and retail prices. Consumers would benefit from it," said Xu Kunlin, another NDRC official.     Zhou Dadi, an energy researcher, said his calculation showed the factory gate fuel price would drop by 2,000 yuan per tonne and the pre-tax retail price would be down by 1.7 yuan per liter after the price cut.     A fuel trader said there might be a hoard purchase before the fuel taxation effective on Jan. 1 next year.     Bai Chongen, an economist from Tsinghua University, said the post-tax retail price would remain unchanged next year as fuel producers would lower the factory gate price again to offset the tax.     But for fuel producers, the price cut reduced their sales profit. "It will have a short-term impact on our profit, but we expect the global prices to rise in future. This will secure the long-term profit," said Shu Zhaoxia, a researcher with Sinopec, Asia's largest refiner.     Experts said the country's first fuel price cut in almost two years would help revitalize companies and factories eking out in a slowed-down economy.     Among industry beneficiaries, the aviation sector would see an immediate effect because the benchmark prices for jet fuel was slashed by a bigger margin of more than 30 percent, or 2,400 yuan, to 5,050 yuan per tonne.     An Air China spokesman said the cut would definitely boost the aviation industry as the drop was beyond airliners' expectation.     A Guojin Securities analyst said based on the forecast 2009 jet fuel consumption of 11.47 million tonnes, the price cut would lead to a cost reduction of 27.5 billion yuan for the country's aviation industry.

They had to drive to Phuket island, more than 1,000 km south of Bangkok, to be flown to Hong Kong and then the Chinese mainlandChinese Ambassador to Thailand Zhang Jiuhuan, who arrived at the airport to receive the first flight, said that the Chinese government has arranged the second batch of planes to fly to Thailand on Sunday.     At the airport, which the Thai government made a make-shift international air departing port, over 10,000 passengers flooded into the airport since the morning, causing heavy traffic jam on ways from Bangkok towards the airport.     Nearly 100,000 passengers have missed flights since People's Alliance for Democracy (PAD) protestors besieged and shut down Bangkok's two main airports Suvarnabhumi International Airport and Don Mueang domestic airport on Tuesday. The total number of the affected travelers could hit 300,000 as the two airports remained closed, Tourism and Sports Minister Weerasak Kowsurat said Saturday.     The total of stranded Chinese, including those from Chinese mainland, Hong Kong, Macao, was estimated at about 4,000, according to the Chinese Embassy here.

  

BEIJING, Oct. 25 (Xinhua) -- A senior Chinese official called on the country's lawyers to serve their clients wholeheartedly and be a guard for the legal rights and interests of their clients, at Saturday's opening of the Seventh National Lawyers Congress.     The congress will last through October 27.     He urged Chinese lawyers to strictly abide by the principle of "making facts as the base and law as the yardstick" and follow their code of conduct and disciplines.     Lawyers "should take the safeguarding of social fairness and justice as the fundamental pursuit of value in their practice," said Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau and the secretary of the CPC Central Political and Legislative Affairs Committee (CPLAC).     Under the leadership of the CPC Central Committee and the State Council, China's lawyer system has been gradually improving, while the lawyers' number has kept on increasing and their role has become increasingly clear, according to the senior official.     Zhou urged Chinese lawyers to give top priority to the cause of the Party, the interests of the people, and the Constitution and law, and be an adamantine constructor and guard for socialism with China's own characteristics.     Chinese lawyers should become a promoter for social harmony, he said, noting that the All-China Lawyers Association (ACLA) should bring into full play of its role as a bridge and ligament between Chinese lawyers and the Party and the government.     Present at the opening session were Meng Jianzhu, minister of public security, state councilor and deputy secretary of the CPLAC, Wang Shengjun, president of the Supreme People's Court, and Cao Jianming, procurator-general of the Supreme People's Procuratorate.     According to official website of the ACLA, the congress is its highest governing body. "I consider it an essential policy priority of the United States that the People's Republic of China be recognized as the sole government of China," he noted.     Xi met with Carter before the reception, applauding the efforts of Carter and other politicians to promote the Sino-U.S. relations. Xi hoped they would continue their work.
