SAN DIEGO (KGTV) — More rain arrived in San Diego Wednesday, less than a week after a storm swept through the county, leaving some areas flooded and city crews preparing for the wet weather.In Coronado, on First Street, crews worked to clear pipes near the shoreline. This is a large reason for flooding in the area. Public Services Director, Clifford Maurer, says flooding comes after sand and sediment gets into the storm drain from the high tides.“Some of the outfalls, the pipes that go into the bay or into the open waters have flapper valves on them. So they only allow water to go out, not come in,” says Maurer. “But when the water is above those valves there’s nothing you can do. The bags are already filled and can be picked up at four different locations around the island.The City of San Diego is also preparing for the rain. SAN DIEGO (KGTV) -- New details are emerging after an infant was attacked by a pit bull in Logan Heights Monday night.Family members now say the dog broke free of its leash before running to the infant’s bouncy chair. After the attack, paramedics took Jema to the hospital with lacerations to the face and possibly a punctured eye. Witnesses originally said the dog licked then bit Jema’s face. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. SAN DIEGO (KGTV) -- Police are searching for a woman suspected of shooting a woman in the Southcrest area Monday morning.San Diego police said officers were called to the 900 block of South 39th Street just after 7 a.m. in response to a person injured in a shooting.Officers arrived to find a woman with a gunshot wound to her chest. She was taken to UC San Diego Medical Center, but her condition is unknown as of 10 a.m.Witnesses told police the suspected shooter, a woman, fled the scene in a silver sedan.Moments after the shooting, the California Highway Patrol received a report of a crash on Interstate 805 near state Route 54 involving the vehicle believed to be driven by the suspected shooter.CHP officials believes the suspected shooter may have been injured in the crash but left the scene.Police are checking to see if the woman sought treatment at any area hospitals. 889

SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts."
