BEIJING, Nov. 26 (Xinhua) -- China will never swerve from its carbon emission cut target despite all pressure and difficulties, said a senior official Thursday evening. Xie Zhenhua, vice minister in charge of the National Development and Reform Commission (NDRC), China's top economic planner, made the remarks at a press conference.     China's State Council, the Cabinet, announced Thursday that the country is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     This is a "voluntary action" taken by the Chinese government "based on our own national conditions" and "is a major contribution to the global effort in tackling climate change," the State Council said.     Vice Foreign Minister He Yafei also attended the press conference. "China made the emission cut target without financial and technological support from developed countries. It is also an answer to President Hu Jintao's promise at the September United Nations climate summit in New York that China would cut emission intensity by "a notable margin" by 2020 from the 2005 level.     China's target is made after scientific research and calculations, combining the efforts to both tackle climate change and promote social and economic development, said Yao Yufang, professor at the Institute of Quantitative and Technical Economics under the Chinese Academy of Social Sciences (CASS). "Any party that asks China for higher cut is acting unreasonably."     China can and will achieve the target if the country endeavors to improve energy efficiency, promote the development of renewable energy and optimize industrial structure, Yao said.     "The country has set a specific quantitative target far beyond the Bali Road Map demands for developing countries, which reflects China's sincerity to make the Copenhagen summit successful and its commitment to tackle the climate change," said Pan Jiahua, director of the CASS Research Center for Urban Development and Environment.     Li Gao, an NDRC official and a key climate change negotiator representing the Chinese government, said Tuesday: "We will try to make the summit successful and we will not accept that it ends with an empty and so-called political declaration."

BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, vowing to deepen counter-terrorism consultation and cooperation between the two countries on an equal and mutually beneficial basis.     The two sides promised they would boost joint efforts to combat transnational crime and criminal organizations as well as money laundering and the financing of terrorism, including counterfeiting and recovery of illicit funds.     Issued after the meeting between Chinese President Hu Jintao and visiting U.S. President Barack Obama, the statement formulated that the two countries would strengthen cooperation on criminal investigations and deepen collaboration in combating embezzlement.     Other areas, such as counter-narcotics, control of pre-cursor chemicals and combating unlawful migration, smuggling and human trafficking, are also targeted for more cooperation in the future.     The two countries agreed to exchange evidence and intelligence on law enforcement issues in a timely and reciprocal manner, and undertake joint investigations as well as provide investigative assistance on cases of mutual interest, according to the statement.     Obama is in Beijing for a four-day state visit to China that started in Shanghai on Sunday night.

MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. BEIJING, Nov. 17 (Xinhua) -- The United States and China, the world's first and third largest economies, have pledged to rebalance each other's economy and move in tandem on forward-looking monetary polices for a strong and durable global economic recovery, according to a China-U.S. joint statement released here on Tuesday.     The statement, issued after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, has climaxed the latter's first China trip since he took office in January.     "China will continue to implement the policies to adjust economic structure, raise household incomes, expand domestic demand to increase contribution of consumption to GDP growth and reform its social security system," said the statement.     The United States, in return, will take measures to increase national saving as a share of GDP and promote sustainable non-inflationary growth.     "To achieve this, the United States is committed to returning the federal budget deficit to a sustainable path and pursuing measures to encourage private saving," it said.     President Obama made it clear at an earlier press conference Tuesday afternoon that the rebalancing strategy would require America to save more, reduce consumption and reduce long-term debts.     The statement also said that both sides will pursue forward-looking monetary policies and have "due" regard for the ramifications of those policies for the international economy.     The two also agreed to expedite negotiation on a bilateral investment treaty, and work proactively to resolve bilateral trade and investment disputes in a constructive, cooperative and mutually beneficial manner.     Recognizing the importance of open trade and investment to their domestic and the global economies, the two are committed to jointly fight protectionism in all its manifestations.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said President Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and reject protectionism in all forms in an even stronger stand," he said.     The two sides also reiterated that they would continue to strengthen dialogue and cooperation on macro-economic policies and pledged to honor all commitments made at the first round of the Sino-U.S. Strategic and Economic Dialogue last July, the Group of 20 summits, and the recently concluded APEC Economic Leaders' Meeting in Singapore.     The statement said that both sides commended the important role of the three G20 summits in tackling the global financial crisis, and were committed to work with other members of the G20 to enhance the G20's effectiveness as the premier forum for international economic cooperation.     China and the United States also agreed to work through a cooperative process on mutual assessment to make the G20 Framework for Strong, Sustainable and Balanced Growth a success.     The statement said that both sides welcomed recent agreements by the G20 to ensure that the International Financial Institutions (IFIs) have sufficient resources and to reform their governance structures.     "The two sides stressed the need to follow through on the quantified targets for the reform of quota and voting shares of IFIs as soon as possible, increasing the voice and representation of emerging markets and developing countries in these institutions consistent with the Pittsburgh Summit Leaders Statement," it said.

ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.
