BEIJING, May 19 (Xinhua) -- The Chinese government has given priority to the rebuilding and repairing of residential houses during post-quake reconstruction in northwestern Yushu.A 7.1-magnitude earthquake struck Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province on April 14, leaving at least 2,200 dead."Houses that are repaired must be repaired in a timely manner. For those that are to be rebuilt, residents' wishes regarding house style must be respected," the statement released after a regular State Council meeting on Wednesday said.The statement noted the difficulties the reconstruction work faces: cold weather, low oxygen-levels, a fragile ecosystem, and inadequate construction resources.According to the statement, the country plans to spend three years finishing the "main reconstruction task."The government vowed to build the "safest and most stable" schools and hospitals in the quake zone while protecting local ethnic and religious cultural heritage.

NAIROBI, May 8 (Xinhua) -- Somali pirates have hijacked a Taiwan fishing boat off the Horn of Africa nation coast with 26 crew members, a regional maritime official confirmed on Saturday.Andrew Mwangura, East Africa coordinator of Seafarers Assistance Program, said the ship's owner lost contact with the Tai Yuan 227 two days ago north of the Seychelles as it headed for the Maldives. "The fishing boat lost contacts two days ago and has 26 crew members from China, Kenya, Taiwanese and Mozambique. We received the reports on Friday and it seemed the hijack took place two or three days ago," Mwangura told Xinhua by telephone.The International Maritime Bureau has also confirmed the hijack.Pirate attacks off the Somali coast have continued despite the presence of several warships, deployed by navies of the NATO, the European Union, Russia, China, South Korea and India in the region to protect cargo and cruise ships against piracy.Kenya's proximity to Somalia prompted insurance companies to hike up their premiums for ships traveling to Kenyan ports to mitigate the increased insecurity.This led shipping companies to take the longer route around the Cape of Good Hope traveling to the Kenyan ports, with cost of doing business on the Kenyan coast going up by over 40 percent.To date more than 100 suspects have been transferred to Kenya by the Western warships patrolling the Indian Ocean to combat piracy.It is only Kenya and the Seychelles in the region that have agreed to take in suspects for prosecution, but both have recently complained about the burden of trying and jailing pirates in their countries.

TAIPEI, April 26 (Xinhua) -- Luo Qingquan, Communist Party of China (CPC) chief in central China's Hubei Province, left Taiwan Monday with a one-thousand-strong delegation after an eight-day visit to the island, expressing confidence in the peaceful development of cross-Strait relations."The visit was very smooth and fruitful... I'm expecting Hubei and Taiwan to carry out more exchanges and boost cooperation," Luo said as he departed the island.Luo's delegation arrived here on April 19 for a Hubei-Taiwan cultural festival filled with exhibitions, forums and performances featuring Hubei culture.Luo said the two regions reached a consensus on exchange and cooperation in economic, scientific, technological and cultural fields.He noted Taiwan's advanced farm-products processing technology could be well applied in Hubei, a province rich in agriculture.During the trip, the delegation also visited medium- and small-sized companies, farm and schools in Taipei, Taichung, Yunlin and Hsinchu.The Hubei-Taiwan festival has been held in Hubei's capital Wuhan six times since 2004. WASHINGTON, April 24 (Xinhua) -- China's central bank chief on Friday called for the International Monetary Fund (IMF) to accelerate its process to shift its quota to emerging market and developing countries."The quota structure is the core issue in Fund governance. The severe underrepresentation of emerging market and developing countries in the IMF seriously affects the Fund's legitimacy and effectiveness, and must be promptly corrected," said Zhou Xiaochuan, governor of People's Bank of China at the IMF and its sister institution -- the World Bank's spring meeting in Washington.The Group of 20 (G20) Pittsburgh Summit in September had called for a shift of at least 5 percentage points, and protection of the voting rights of the poorest countries before January 2011.But so far the quota adjustment process is slow. The previous quota reform, which was already approved by the IMFC -- the IMF's steering committee -- in 2008, has not been completed until now.Zhou said that the IMF is a quota-based institution, and quotas should be its primary resource.He emphasized that quota adjustment and reform is not a zero- sum game. "A Fund with a more reasonable governance structure will be better able to protect global economic and financial stability which will benefit all member countries. We urge the Fund to accelerate its work, and complete quota reviews on schedule in accordance with the G20 Pittsburgh Summit and IMFC objectives," Zhou said.According to the IMF's latest World Economic Outlook report, growth speeds of developing countries are much faster than the advanced economies, meaning their weight in the global economy is increasing dramatically.However, quota of the developing countries in the IMF is underrepresented."We expect the review to leave no member's quota share severely misaligned," Zhou said.
